About the Role
Redhorse Corporation is seeking a highly skilled Resource Efficiency Manager Level II to support the Navy Region Northwest in achieving its energy and sustainability goals. You will play a pivotal role in implementing energy efficiency and resilience initiatives at Naval Station Everett and Naval Station Whidbey Island, directly impacting the Navy's operational costs and environmental footprint. This position offers a unique opportunity to make a significant contribution to a vital government agency while working with a dynamic team at Redhorse.

Key Responsibilities
  • Analyze utility data to identify areas for improvement and track progress towards energy goals.
  • Conduct energy audits of Navy facilities and infrastructure.
  • Assist in updating Installation Energy & Water Plans (IEWP), annual energy reports, and other required documents.
  • Identify and implement energy efficiency projects, leveraging funding mechanisms such as ERCIP, UESC, ESPC, and other sources.
  • Provide guidance on measurement and verification protocols for energy projects.
  • Advise on compliance with Executive Orders and other energy-related policies.
  • Support behavioral change initiatives to optimize the use of utility resources (natural gas, electricity, coal, water, wastewater).
Required Experience/Clearance
  • Bachelor's degree in Engineering with a minimum of 5 years' experience in energy management; OR an Environmental Science, Business, or related degree with a minimum of 8 years' experience in energy management; OR a two-year technical degree with a minimum of 10 years' experience in energy management; OR no degree with a minimum of 12 years' experience in energy management.
  • Proven performance in military engineering and/or energy management.
  • Certified Energy Manager (CEM) certification (obtainable within start of employment).
  • Experience with energy auditing, project development, life-cycle cost analysis, and building/facility operations.
  • Understanding of project programming, funding, and implementation at Department of Defense installations.
  • Expert-level proficiency in Excel, PowerPoint, Word, Adobe, and Outlook.
  • Strong verbal and written communication skills.
  • Proven organizational and project management skills.
  • Critical thinking and decision-making skills, coupled with strong analytical and problem-solving abilities.
  • Ability to work independently and with limited direction under target timelines.
  • Collaborative personality and ability to work effectively in a team environment.
  • Adaptability and comfort working in a fast-paced and sometimes unstructured environment.
  • Ability to analyze data, make decisions, and solve problems daily.
  • Valid State-issued driver's license and auto insurance coverage of at least $100k liability.
Desired Experience
  • Documented ability to achieve substantial energy and maintenance savings in facility management.
  • Demonstrated ability to develop an energy and maintenance baseline.
  • Professional Engineering (PE) license.
  • LEED Accredited Professional (AP) certification.
  • Certified Energy Auditor (CEA) certification.
Physical Requirements/Working Environment
  • Must be able to walk through areas with industrial equipment and processes.
  • Must be able to lift 25 pounds periodically, bend, stand, climb, and walk.
  • Must be able to work safely in a moderately noisy environment.
Travel
  • The REM will be located at Naval Station Everett but will also support Naval Base Kitsap and Naval Air Station Whidbey Island, requiring travel to these locations as needed.
  • The REM will attend initial REM training, an annual REM workshop in Huntsville, AL, and one energy conference per year (typically Energy Exchange).
