Project Manager O&M - GSA Facilities - Portland, Oregon (Contingent on Award)
Summary:
The Project Manager for Operations and Maintenance for GSA Facilities in Portland, Oregon. This position is responsible for overseeing and managing all aspects of building facilities within the location and plays a crucial role in ensuring that our facilities are well-maintained, safe, and efficient, providing a conducive environment for government agencies to operate effectively.
Primary Responsibilities:
- Project Planning and Execution:
- Exercise complete authority to represent Pegasus in all contract requirements for every building and facility under the contract
- Collaborate with various teams to create and adjust schedules and plan and execute projects.
- Develop project scopes, budgets, and timelines, and obtain necessary approvals.
- Oversee the selection of sub-contractors, vendors, and service providers and manage agreements and performance for quality and timeliness.
- Monitor and report on project progress, including budget and schedule adherence.
- Conduct work performance reviews, analyses, and implement process revisions unilaterally, and/or in coordination with the Contracting Officer (CO) or their Representative (COR).
- Facility Management:
- Plan, coordinate, and execute timely maintenance and repair activities for all building facilities.
- Monitor and assess the condition of buildings, infrastructure, and equipment to identify maintenance and improvement needs.
- Oversee the development and execution of preventive maintenance schedules.
- Purchase, lease, or rent necessary parts, material, and equipment
- Ensure compliance with all relevant regulations, codes, and standards in facility management.
- Budget and Resource Management:
- Manage the budget for facility maintenance and capital improvement projects.
- Evaluate and optimize resource allocation to ensure cost-effectiveness.
- Implement cost-saving measures and identify opportunities for efficiency improvements.
- Quality, Compliance and Safety:
- Execute Quality/Safety Management Program on site.
- Perform Quality Assurance for Pegasus performance.
- Ensure compliance with all federal, state, and local regulations related to facility management, workforce safety and security, quality and environmental. Implement corrective actions and/or direct re-work when necessary.
- Implement and oversee safety protocols and emergency response plans.
- Conduct regular safety inspections and risk assessments.
- Stakeholder Communication:
- Collaborate with government representatives, agencies, and internal stakeholders to coordinate requirements, answer questions, and address their facility needs and concerns.
- Maintain positive customer relations with open lines of communication with all relevant parties and excellent customer service.
- Execute authority to accept notices of deductions, inspection reports, and all other correspondence on behalf of the contractor.
- Reporting and Documentation:
- Maintain accurate records of all maintenance, repairs, and projects.
- Prepare regular reports on the status of facility management activities and project outcomes.
Minimum Qualifications:
- Must have a minimum of twelve (12) years of operations and maintenance (O&M) and/or facilities management experience in operation, management, and supervision of building mechanical maintenance operations
- Must have at least eight (8) years in project management/supervisory role
Desired Qualifications:
- Experience working in NCMMS (Maximo)
- PMP Certification
