Responsibilities

In this position the candidate will apply their understanding of international trade regulations; and their skills and experience in general trade compliance administration to the technical attributes of Keysight hardware, technical data, software and services; and to the support of trade control processes, training and guidance.

Expected skills and responsibilities include the following:

  • Application of US Export Control requirements as it pertains to Keysight shipments,
    including Directorate of Defense Trade Controls (DDTC) /International Traffic in Arms Regulations (ITAR) and Bureau of Industry and Security (BIS) requirements. Additional knowledge in non-US export controls also considered.
  • Understanding of export regulations of other jurisdictions and countries around the world
  • Take a key role in developing new procedures and maintaining current procedures for both EAR and ITAR
  • Work with businesses within Keysight to learn new products and technology and how that applies to the global trade regulatory environment around the world
  • Prepare and submit ITAR and EAR authorization (license and agreement) applications, as well as communicating out and maintaining records
  • Assess transaction risk
  • Provide compliance guidance and consultation for the Keysight R&D team, manufacturing, planners and new product introductions on product development
  • Engage with the key manufacturing centers around the world to understand the technology and manufacturing processes that impact the export requirements of products
  • Represent Keysight before government agencies to explain and technically educate those agencies on Keysight and our products
  • Provide training and awareness to the Keysight businesses, R&D, manufacturing on the export control requirements and procedures related to both BIS/EAR and DDTC/ITAR regulated activities.
  • Support Corporate ECP and Legal investigations, audits and risk assessments as needed.
  • Support Corporate ECP export control policies and procedures development projects as needed

Qualifications

  • Bachelors 5 + years of experience
  • Strong knowledge of the BIS/EAR and DDTC/ITAR regulatory requirements including licensing, license determination, and general application
  • Experience in preparing and submitting both ITAR and EAR license application, to include Technical Assistance Agreements and General Correspondences
  • Specific experience and background of dealing with US and other countries regulatory requirements preferred
  • Ability to create and maintain export compliance procedures and work instructions
  • Demonstrated experience with the Global Trade and Logistics regulatory environment and how it applies to the global manufacturing, sales, and service of products and parts
  • Self-motivated individual that can adapt to learning new technologies or using reference materials and data to understand the technology
  • The ability to successfully contribute to global trade and logistics for a S&P 500 company known as a best place to work, with great values and compliance.

  • Ability to travel as required in support of position responsibilities
  • Demonstrated excellent teamwork, leadership, and communication skills

Santa Rosa, California pay range: MIN $114,000- MAX $191,000

Colorado pay range: MIN $106,000 - MAX $176,000

Note: For other locations, pay ranges will vary by region
