PRIMARY PURPOSE Responsible for coordinating, organizing, and facilitating Performance Improvement activities for assigned areas throughout the Health System. Provides the enterprise with expertise and guidance related to quality and performance improvement methodology as well as a process improvement methodology. The primary driver of performance improvement projects at all levels in the organization. Collates and summarizes information related to all PI projects in assigned areas, identifies key areas for continuous improvement, and effectively prioritizes project workload. MINIMUM SPECIFICATIONS Education - Bachelor's Degree in Nursing, or a clinically related field of study, or business from an accredited college or university. Experience - Two (2) plus years of quality improvement experience in a healthcare setting to include - One (1) year of managerial experience -and- - One (1) plus years of project management experience. Skills or Special Abilities - Leadership & Talent Management: - Primarily manages professional-level employees - Responsible for work and results of direct reports - Over one (1) functional area - Organizational Impact: - Plans and establishes goals and objectives for a team of professional staff and/or one or more large teams of operational or functional staff to accomplish outcomes that have a direct impact on department results - Contributes to tactical and operational, functional, and/or business plans with short-to mid-term impact on department results (e.g., 1 to 3 years) - May have budget accountability for an area of responsibility or manage elements of the budget - Knowledge & Experience: - Understands practical management approaches such as management of workflow, quality review, coaching, and performance management - Requires advanced knowledge of a specific discipline and broad knowledge of related job areas - Communication & Influence: - May influence outside of own department while balancing internal, divergent objectives to gain the cooperation of other parties - Communicates to parties both within and outside of own department Responsibilities 1. Manages cross-functional teams to ensure alignment in quality improvement strategies and priority settings related to value-based initiatives. 2. Applies appropriate performance improvement methodology to drive and support performance improvement activities at all levels across the health system. 3. Responsible for process and technology tracking improvements in cross-functional team settings in order to enhance productivity, quality, and customer satisfaction. 4. Responsible for support of assigned areas and departmental Performance Improvement Committees (PICs) to meet quality and performance improvement project goals and objectives. 5. Work with assigned departmental PICs to establish projects, metrics, standards, and dashboards, and to collect, organize, monitor, and evaluate quality, operational, and service line performance data. 6. Conduct data analysis to determine performance trends in order to proactively recommend improvements and/or corrective actions. 7. Serves as a resource to assigned areas on the appropriate application of QI tools, PDSA, and other performance improvement methodology and is responsible for recommending performance measures and targets for each project. 8. Works with other QPS departments as appropriate to collaborate in patient care and performance improvement activities (thereby providing alternative methods of addressing issues related to compliance with standards or regulatory requirements/policies). 9. Participates in other quality programs as indicated or necessary to bring about resolution (e.g., Patient Safety, Medical Records, Medication Use, Utilization Review, and Quality Review Committees, etc. 10. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the assigned area. Develops effective internal controls designed to promote adherence to applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding. 11. Manages and drives clinical excellence by Identifying ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland. 12. Manages department administrative staff. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge. Job Accountabilities 1. Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland. 2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices. 3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding. 4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department. 5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland. 6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
