Job Title: Maintenance Supervisor
Department: Housing
Classification: Non-Exempt

Hiring Range: $39.16/hour - $44.06/hour
Salary Range: $39.16/hour - $58.74/hour

Position Summary: Responsible for the overall maintenance, repairs and management of housing units.
Supervision Exercised and Received: Position works under the general supervision of the Property Management Supervisor. Supervises and coordinates the activities of the Maintenance Technicians.

Essential Job Functions:
Maintenance and Repairs
* Performs skilled maintenance and technical repair work, which includes, but is not limited to: carpentry, painting, plumbing, boiler systems, heating systems, roofing, electrical, and including repairs on cabinets, appliances, windows, drywall/ texturing, etc. Handles mold abatement and flood restoration, which includes pulling carpet, replacing pad and reinstallation of carpet, and water heater and appliance installations. Performs skilled and semi-skilled preventive maintenance for APCHA managed properties, buildings and equipment. Performs technical repairs to facilities and equipment at all APCHA properties. Determines whether maintenance staff can do repairs or outside contractors need to be called. Orders parts and supplies for all properties. Handles tenant maintenance issues and addresses work orders.
* Schedule and ensure the completion of annual property inspections, including APCHA physical inspections, elevator inspections, boiler inspections, fire sprinkler inspections, and fire system inspections. Ensure proper filing of all related certifications and documentation.

Grounds Maintenance
* Assigns, performs and coordinates grounds maintenance including; landscaping, repair and upkeep of parking lots, mowing, raking and general upkeep and cleaning of grounds. Performs and arranges for snow removal of sidewalks, streets and roofs. Ensures appropriate removal of chemical, electronic and recyclable products left on the grounds.
Supervision
* Plans, coordinates, manages, supervises and directs the activities of the maintenance personnel including hiring, orientation training, scheduling, establishing performance goals, delegation, and problem solving, coaching, evaluating performance and providing appropriate feedback.
* Establishes and maintains safety programs for the department including scheduling safety meetings. Provides oversight and accountability of any maintenance work performed by vendors contracted.
* Establishes and maintains a culture of internal responsibility and respect for all maintenance staff.
* Establishes and maintains a culture of ambassadorship, professionalism and courtesy by all maintenance staff in interactions with clients, residents and the community.
* Provides leadership and technical knowledge during challenging projects and complicated tasks.
* Ensures a safe working environment for all employees of the maintenance department.
Property Turnover
* Performs assessments of newly turned over units. Evaluates for maintenance issues, performs safety inspections and determines appropriate repairs or maintenance needed to return unit to move in ready status.
Administrative
* Coordinates strategic direction and planning for the long-term preservation, maintenance and improvement of City of Aspen and APCHA owned properties. Actively participates in budget cycle and capital improvements planning with other APCHA staff. Develops and writes Requests for Proposals (RFPs) and other documents for capital improvements.
* Coordinates strategic direction and planning for replacement schedule of equipment and appliances in housing units.
* Develops Standard Operating Procedures for maintenance staff for routine and extraordinary situations, including but not limited to, turnover of units, replacement of appliances, maintenance of required safety equipment, and adherence to safety and other laws and regulations.
* Responsible for monitoring and approving purchasing cards purchases each month by maintenance staff. Maintains and supervises maintenance records to include logging of all inventory, registering maintenance requests, and documentation of follow-up procedures from maintenance activities.

* Knowledge of electrical equipment and systems, machines, and tools, including their design, installation, testing, uses, repair, and maintenance.
* Knowledge of how to use and repair the following: milling machines, lathes, hydraulic presses, welding equipment, band saws, table saws, core drills, routers, grinding equipment, sanding equipment, polishing equipment, drain snakes, paint sprayers, hoists, man-lifts, pullers, dial indicators and other precision shop tools.
* Knowledge of materials, methods, and the tools involved in the construction or repair of buildings, or other structures.
* Ability to apply procedures and requirements relevant to the Housing Department in development of training programs and projects, and effectively using programs to train staff.
* Knowledge of principles and processes for providing excellent customer service and taking necessary steps to assist customers with their needs.
* Knowledge of policies, procedures, and strategies to promote safety operations relevant to the Housing Department.
* Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
* Knowledge of general business and project management principles and practices as applicable to assigned work.
* Ability to motivate, develop, and direct people as they work, and identify the best people for a given task.
* Ability to coordinate projects for maximum efficiency and monitor progress towards desired objectives.

Minimum Requirements:
Education: High School Diploma or GED equivalent.
Experience: Three years of progressively responsible professional experience in general maintenance and repairs including one year in a supervisory capacity.
Technical Knowledge: Must be proficient with Microsoft Word, Excel, and Email.
Licenses & Certifications: Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date.
Location: Must live within 60 -minute response time for emergencies
NOTE: This position requires a physical examination and Criminal Background Check upon hire. Employment is contingent upon passing a physical examination and Criminal Background Check.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.
Position Type and Work Hours: Regular full time, 40-hour work week, Monday through Friday, hours may vary with workload.
Evenings/Weekends: May be required in addition to or instead of normal hours. Must be available for after-hours emergency maintenance assistance and services on a rotating schedule.
On-Call: Must be available for after-hours emergency maintenance assistance and services on a rotating schedule. May perform emergency maintenance and assistance for projects outside the normal hours of operation.
Work Environment:
* Indoors: Office environment, apartment buildings, meetings, trainings, etc.
* Outdoors/Off-Site: Works in a variety of outdoor weather conditions. Position requires removal of snow and ice from walkways, parking lots, roofs and vehicles, including general safety inspection of snow prone areas. Works in wet, humid conditions; works near moving mechanical parts; Work involves chemicals, grease, dirt and other related substances associated with mechanical equipment and cleaning; works in confined spaces; and at various heights.
Essential Physical Requirements:
* Lifting & Carrying: Occasionally up to 50 lbs. such as lifting sacks of calcium chloride from the ground to a height of 4 feet, lifting and positioning pumps and motors weighing 40-60 lbs.; loading/moving/pouring contents of heavy 5-gallon pails of paint. Work requires the ability to lift heavy motors or other mechanical components into position for installation and the skill to do so safely.
* Physical: Reaching, standing, sitting, typing, talking, crouching, kneeling, balancing, stooping, crawling, walking, pulling, grasping, seeing, driving, hearing, climbing and lifting. Must be physically able to perform strenuous work with repetitive jarring motions to the back, shoulders, hands, arms, feet and legs such as shoveling snow or soils, chipping ice, pounding stakes into the ground or spikes into timbers, driving metal fence posts, running a hammer drill or jack hammer, using a tamping bar and other such physical work.
