MRIGlobal is looking for a Director - Procurement and Subcontracts to join our team at our headquarters location in Kansas City, MO. Basic Function/Nature and Scope The Director of Procurement and Subcontracts role is pivotal in overseeing procurement, subcontracting, and small business compliance within our organization. This position reports to the Chief Legal Officer. The ideal candidate possesses a deep understanding of acquisition policies, small business requirements, and the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). This position will lead a team of acquisition professionals, ensuring that all procurement and subcontracting efforts comply with federal regulations and company policies. This position will be responsible for the execution of MRIGlobal' s Small Business plan, acting as the Small Business Liaison Officer (SBLO). The position's leadership will extend to coaching and developing the procurement team, contributing to the continuous improvement of MRIGlobal' s Supply Chain function, and staying updated on industry trends and regulatory changes to implement necessary process improvements. Essential Functions Strategy & Oversight: Develop and implement process enhancements to improve functional efficiency and ensure supply chain optimization. The role will involve proactive risk identification and the development of mitigation plans, as well as shaping procurement and subcontracting policies and procedures. This position will oversee all of MRIGlobal subcontracts and purchase orders, ensuring compliance with Contractor Purchasing System Review (CPSR) standards from initial placement to contract closeout. In addition, this position will negotiate and manage key supplier relationships, oversee internal and external audits, and identify opportunities for cost reduction and long-term affordability within the supply base. Oversee all MRIGlobal subcontracts and purchase orders from initial placement to contract close-out, ensuring CPSR compliance. Ensure MRIGlobal proposals that involve subcontractors and/or purchase orders include sufficient documentation and analysis to support cost realism. Compliance & Government Procurement Regulations: Ensure procurement processes comply with regulatory, legal, and ethical standards. Review and execute procurement files to ensure compliance with company procurement procedures as well as US Federal Acquisition Regulations (FAR) and/or Defense Federal Acquisition Regulation Supplements (DFARS). Actively prepares for and participates in government audits such as the Contractor Purchasing System Review (CPSR). Ensure compliance with federal procurement and subcontract efforts according to company policies, Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other contractual requirements. Support internal and external audits including CPSR, Uniform Guidance, and Small Business Reviews. Vendor Management: Build and maintain strong relationships with key suppliers, monitor supplier performance, and conduct supplier risk assessments. In conjunction with MRIGlobal's quality organization, evaluate and monitor the quality and reliability of subcontractors and vendors. Data Analysis & Reporting: Analyze procurement data, identify trends, and present actionable insights to senior leadership. Monitor KPIs and performance metrics for continuous improvement. Negotiations: Lead a team that negotiatiates subcontracts, procurement agreements, and purchase orders, ensuring favorable terms that mitigate risk and secure value for the company. Negotiate and manage key supplier relationships and agreements. Collaborate with cross-functional teams, including the technical teams, pricing, contracts, accounting and others, to meet project deadlines. Sourcing: Establish sourcing strategies that align with the business' objectives, ensuring a reliable supply chain and mitigate potential disruptions. Collaborate with CLO to shape procurement, subcontracting, and small business policies and procedures. Budget Management: Oversee the procurement and subcontracting budget, track spending, and identify opportunities for cost savings while maintaining quality and performance standards. Monitors actual expenditures for adherence to budget guidelines. Provides performance management and evaluation and input to the annual salary plan for personnel. Team Leadership: Lead, mentor, and develop the procurement and subcontracts team, ensuring high performance and alignment with company goals. Provides leadership in the overall direction, coordination, and evaluation of the department. Responsibilities include interviewing, hiring, and training employees; plans, assigns, and directs work; appraises performance; addresses complaints and resolves problems. Plans, initiates, and ensures performance of staff development, which results in growth and recognition of each staff member appropriate to his or her performance. Carries out management responsibilities in accordance with MRIGlobal's policies and applicable laws. Mentor, develop, and provide guidance to procurement staff; provide training on procurement regulations, compliance standards, and best practices. Supervisory/Management Responsibility
Minimum Qualifications Bachelor's degree in Business, Finance, Supply Chain Management, or a related field. 10+ years in government acquisition. 5+ years of supervisory experience. Proficiency with MS Office Suite (Word, Excel, Teams, PowerPoint, and Outlook). Excellent oral and written communication, people, and problem-solving skills. Experience working in a CPSR environment. Experience participating in an CPSR audit conducted by DCMA. Experience working for a nonprofit organization. Experience with Supply Chain Risk Management (SCRM) is preferred.
