CLEARANCE REQUIREMENTS:
Department of Defense TS/SCI security clearance is preferred, but not required. A Secret security clearance is required at time of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.


Responsibilities for this Position

General Dynamics Mission Systems has an immediate opening for a Program/Product Development Director within the Secure Network and Voice Products business area and the Space, Cyber & Intelligence line of business. This position provides an opportunity to enhance the performance and profitability of an organization that develops our nation's fundamental defense encryption and security capabilities.

In this role, you will work with world-class secure product development engineers, a successful business development team for program capture, and an established sales/marketing team and key customers to develop solutions to meet their needs - you'll develop and implement product/program strategies, roadmaps, and cohesive integrated plans to meet business and program objectives relating to revenue, margin, quality, and time-to-market. You will lead a team of program managers responsible for the planning and execution of programs to development new products or to expand the capabilities of the diverse portfolio of encryption solutions that currently drive significant value within this company. You will ensure the successful development and execution of project plans, schedules, budgets, and deliverables. You'll conduct reviews to drill down into issues on products/programs, develop corrective actions, and determine impacts and corrective actions to program teams. As development completes, you will facilitate the transition of these capabilities into production and help ensure that our customers' evolving mission needs continue to be met.

What you'll experience:

  • Balances programs, risks and opportunities with executable strategies to meet technical requirements and budgets
  • Conducts reviews to drill down into issues on products/programs, identify issues, develop corrective actions, and communicate issues, impacts and corrective actions to program teams
  • Set standards for metric reviews over a family of programs/product line or within a business area
  • Manages people who lead department or cross-functional program teams in matrix organization to achieve schedule, cost, and technical performance objectives
  • Prepares and presents program/product status to leadership and external customers
  • Reviews organizational capabilities, and development/execution of strategies, to improve the competitiveness of the organization through actions such as professional growth & development, strategic hiring, strategic partnering, and acquisitions
  • Interfaces with customers on technical matters regarding program/products
  • Develops customer relationships and develops new business within the market/program
  • Identifies market/scope changes and develops product/program positions for costs/price and feature changes or equitable cost/schedule adjustments
  • Develops personnel to ensure efficient operation
  • Delegates assignments to others for developing solutions
  • Develops and executes proposal plans and strategies
  • Effectively engages in complex negotiations involving various aspects of the business area
  • Responsible for directing other product/program managers and responsibility for managing people including performance evaluations and pay increase recommendations
  • Leads the patent and data rights for the products/programs/proposals/subcontracts
What you bring to the table:
  • Bachelor's degree or equivalent plus a minimum of 15 years of demonstrated leadership; or Master's degree plus a minimum of 13 years of demonstrated leadership
  • Skilled in the development and implementation of product/program strategy and tactics
  • Demonstrated leadership of a program with significant delivery or technical risk
  • Ability to develop and implement a product-oriented WBS and WBS Dictionary
  • Extensive knowledge of products and technologies including current and potential applications
  • Extensive knowledge of target customer markets
  • Ability to generate cohesive program plans
  • Ability to identify partnership candidates best suited to fill product gaps
  • Demonstrated leadership of a program with significant delivery or technical risk
  • Demonstrated technical competency in managing complext product development schedules
  • Skilled in the development and implementation of product/program strategy and tactics
  • Extensive understanding of business and supply chain strategy
  • Ability to track work accomplished to baseline plans and identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends
  • Extensive verbal and written communication skills
  • Ability to lead teams in matrix organization to achieve schedule, cost, and technical performance objectives
  • Ability to lead others in team building, conflict resolution, motivation, leadership and advanced risk management
  • Ability to apply advanced negotiation skills to solve internal, external and customer issues
  • Will interact frequently with internal personnel and outside representatives at various levels
  • Skilled in communicating issues, impacts, and corrective actions on programs to internal and external representatives
  • Needs ability to execute company policies that affect immediate operations
  • Extensive ability to understand and analyze program financial data
  • Outstanding relationship management and marketing skills
  • Expert risk and opportunity management skills and ability to apply them to programs
  • Ability to evaluate quality of work product to ensure satisfaction of customer requirements
  • Extensive knowledge of government contracting practices and regulations regarding acquisition
  • Ability to develop and execute proposal plans and strategies
  • Ability to communicate effectively at all levels of an organization
  • Ability and willingness to travel for customer/stakeholder engagement
  • Erroneous decisions or failure to achieve results may jeopardize the business execution plan at the Division/Line of Business level or within an organization of a functional area
  • Knowledge of MS Project, Excel, Word, PowerPoint
What sets you apart:
  • Experience with the development, certification, and/or use of the high assurance COMSEC equipment that forms the basis of our product portfolio
  • Demonstrated application of Earned Value Management (EVM) principles
  • Understanding of and familiarity with agile development and Model Based Systems Engineering (MBSE) tools and methodologies
  • Experience with complex circuit card design and manufacturing


Target salary range: USD $239,151.00/Yr. - USD $265,387.00/Yr. This estimate represents the typical salary range for this position based on experience and other factors (geographic location, etc.). Actual pay may vary. This job posting will remain open until the position is filled.
