Department Overview

In 2014 the Work Verification Organization was established to achieve the following goals:

  • Improve compliance with General Orders (G.O.) 165, 95, and 128 and with PG&E internal work procedures, specifically the Electric Distribution Preventive Maintenance (EDPM) Manual, Overhead (OH) and Underground (UG) Inspection Job Aids, and OH and UG Construction Manuals.
  • Facilitate continuous improvement to eliminate the most common errors, minimize risk, and implement best practices.
  • Improve awareness of the current condition of quality of the System Inspection department through a dedicated and regular field presence.
  • Reduce safety, reliability, and compliance risks to the Bulk Electric System (BES), coworkers, and the public.
  • Identify local and systemic inspection, maintenance and construction issues related to poor quality.
  • Achieved by:
  • Establishing a standard process and methodology for work verification.
  • Developing a robust tracking, reporting, and corrective action process.
  • Identifying compliance issues and facilitating improvement through a corrective action system.
  • Facilitating consistent interpretation, application, and execution of guidelines.

Position Summary

The Construction Manager DWV Expert conducts field assessments on PG&E's electric distribution facilities. These work assessments focus on verifying the quality of:

  • Overhead (OH) and underground (UG) inspections as required by GO 165.
    • Additionally verifies the current condition of prior construction work performed by Electric Distribution (ED) construction crews in conjunction with emergency and planned Electric Corrective (EC) notifications to ensure facilities were constructed and maintained per the requirements of PG&E Construction Standards.
  • Compliance Supervisor's completed work verifications of inspectors.
  • Compliance Specialist job duties and responsibilities.
  • Compliance/Routine Field Clerk (RFC) job duties and responsibilities.
  • Works independently, utilizing advanced knowledge of electric utility regulatory general orders.
  • Partners with Functional Area (FA) coworkers on identifying root causes, trends, process improvements, and implementing corrective action solutions.
  • Acts as a technical resource for System Inspection field personnel.
  • Facilitates post verification review meetings to summarize and present complex findings to FA coworkers.
  • Responsible for resolving gaps between external requirements and internal standards.
  • Establishes new processes for emergent verification assessment requests.
  • Leads tailboard discussions with System Inspection personnel within all PG&E regions

This position is hybrid, working from your remote office and assigned location based on business needs.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

A reasonable salary range is:

Minimum Base Salary (Bay Area) $ 126,000.00

Maximum Base Salary (Bay Area) $ 200,000.00

Job Responsibilities

  • Applies broad expertise to work verify multiple disciplines such as compliance inspectors, supervisors, specialists, and clerks with a high degree of knowledge and ability.
  • Works closely with Senior Managers and Electric Operation Supervisors to understand inspection targets and identify potential improvement projects.
  • Compiles and interprets internal and external standards and relevant data for the patrol and inspection processes, renegotiates scope with leader when needed. Following start of verification, consults and clarifies technical details for Electric Operation Supervisors and Inspectors while assisting with changes if needed.
  • Attends safety meetings, leads safety and verification findings discussions, and attends finding reviews by local leadership to provide input. Leads formal reviews with Senior Managers and/or Electric Operation Supervisors to review the findings and discuss corrective actions.
  • Addresses all communication and project documentation with EO personnel and conduct meetings at the job site.
  • Monitors daily activities and ensures the operations meet the program's safety, quality, cost and schedule goals. Utilizes workload management database, updates any assigned projects, reviews workload analysis reports for action, and manages full planning team process from inception via request.
  • Acts as point of contact for inspectors, ensures the inspector's plan and assigned resources are adequate to deliver the highest value. Obtains any information, resources, services, or materials needed to maintain the inspection workflow, budget and schedule from Project Coordinator, Engineering, Contracts or other internal PG&E teams.
  • Acts as Incident Commander and PG&E Representative in the field. Ensures contractors follow safety plans, project environmental/land permits and PG&E safety rules and processes.
  • Oversees the Inspection of the construction work. Coordinates the work of field inspectors to ensure adequate coverage of all work performed.
  • Communicates any engineering and design issues with Project Coordination and Engineering, seeks or makes decisions on any change affecting cost and schedule according to the DOA. Requests PG&E Senior Manager to perform site verification of content of test data and other documents for accuracy and completeness.
  • Works with Senior Managers to establish planning/schedule dates for construction to commence later in the year.
  • Provides mentoring and training to Associate, Career and Senior level employees.
  • Travel approximately 50% with occasional overnight stays.

Qualifications

Minimum:

  • Bachelor's degree in Construction Management, Civil Engineering, Mechanical Engineering or equivalent experience
  • 7 years of experience in the field of Industrial engineering or Construction.

Desired:

  • 7 years of relevant work verification and/or leadership experience
  • Qualified Electrical Worker (QEW)
  • Completion of a federal or state sanctioned lineman apprenticeship with approved supporting documentation (e.g. IBEW Journeyman Lineman A Ticket) and/or union, non-union, or union-affiliated sponsored apprenticeship or equivalent experience
  • Previous PG&E or external experience (5 years) as an Electrical/Compliance Inspector, Journeyman Lineman, Field Engineer Technician, M&C Coordinator, Quality Auditor, or Electric Distribution Supervisor
  • Valid CA Driver's License
  • Good communication skills and comfortable with public speaking
  • Doesn't become easily angered, frustrated, or agitated when receiving feedback or criticism.
  • Good computer skills and familiarity with working with programs such as Microsoft Office and mobile device applications
