PRIMARY FUNCTION:

The PMEL Deputy Program Manager provides technical expertise and administrative oversight for the entire PMEL Program at various sites as defined by contract requirements.

ESSENTIAL FUNCTIONS:

  • Assist with future PMEL proposals, providing guidance and expert manning analysis for proposal submittal.

  • Oversee the administrative operations of the AFEC PMEL contract. Serves as a liaison for service effectiveness and product quality issues in support of the contract and interfaces with the CO, Contracting Officer's Representative (COR), and Contract and Quality Assurance Personnel (QAP) office. Will attend Government conferences and meetings defined by the PWS.

  • Assist with program funds expenditures, approvals, and management.

  • Assist Quality Managers and PMELs in the improvement of practices, processes and procedures for standardization and continuous process improvements. Can assist with process reviews, root-cause analysis, and corrective actions for program effectiveness and efficiencies.

  • Oversee and manage PMEL personnel and performance at various locations.

  • Maintain a qualified workforce at each PMEL site. Reviews employee qualifications and approve personnel hiring. Determines special qualifications needed by assigned personnel. Manages the program training and monitoring and assists in development of the training program and supports a training program.

  • Provide technical guidance, if required, to site managers, quality evaluators, and technicians.

  • The PMEL Deputy Program Manager may be required to perform other related duties to meet the ongoing needs of the organization

SUPERVISORY RESPONSIBILITIES:

Manages and evaluates subordinate Managers and Support personnel.

KNOWLEDGE, SKILLS, & ABILITIES::

  • Ability to evaluate and write proposals for contract awards.

  • Computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs.

  • Ability to read, interpret, and analyze contractual documents such as military regulations, safety rules, operating and maintenance instructions, and procedure manuals.

  • Ability to write routine reports and correspondence.

  • Ability to solve practical problems and deal with a variety of concrete variables in situation where only limited standardization exists.

  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

  • Interpersonal skills are necessary to work effectively and cooperatively with all levels of management, staff, and external customers.

  • Must possess effective oral and technical written communication skills to clearly communicate information to others.

  • Strong decision analysis and problem-solving skills; ability to draw conclusions and justify decisions. Must be able to communicate issues to management.

  • Ability to understand and interpret corporate policies and procedures and how they relate to Yulista Support Services, LLC goals.

  • High degree of self-motivation and the ability to work independently

  • Ability to multi-task

QUALIFICATIONS:

  • BA/BS Degree with fifteen (15) years of related experience in PMEL Program Management, Quality Assurance Management and/or Laboratory Management, Contracting or Cost Controls with a DoD Contractor or an equivalent combination of education and related experience.

  • Familiarity with the FAR and Air Force Regulations.

  • Highly desirable to have AFMETCAL Program experience.

  • This position requires a strong attention to detail and follow through, use of independent judgment, and excellent communication and people management skills.

  • Must be able to obtain and maintain a Government Security Clearance.
