Minimum Experience/Education
High School diploma and three years of experience in emergency communications including one year of administrative and/or lead supervisory experience. Additional Education and Experience will be necessary for progressive steps (Journey and Advanced). Requires certification as a Division of Criminal Information computer operator. May require Basic Telecommunicator Certification in accordance with the provisions of the North Carolina Criminal Justice Training and Standards Commission or the ability to achieve certification within one year of employment. All degrees must be received from appropriately accredited institutions.
Preferred Years Experience, Skills, Training, Education
Three years emergency telecommunicator experiences, at least one year supervisory experience. Knowledge of supervisory principles, methods, and practices; techniques of public safety dispatch and organization.
Required License or Certification
Certification as a DCI module 1-3 operator or ability to be certified. Telecommunication Supervisor certificate or ability to attain within department time lines. Serve as agency TAC.
Position Overview


Primary Purpose of Position
To operate the Telecommunications Center efficiently and effectively 24 hours a day, 365 days a year. This consists of operating all communications equipment and maintaining contact with all field units and other agencies through direct phone lines. This includes responding to all elevator phone lines and all emergency call-box phone lines that ring directly into the communications center. The Division of Criminal Information Network provides other emergency communications state and nationwide.
Primary Function of Organizational Unit
To provide an effective and efficient link between the University Community and the University Police Department's operations and services 24 hours a day, 365 days per year. The University Police Department maintains overall responsibility for this service.

The University Police Department maintains the responsibility of providing a safe and secure community for the students, faculty, staff and visitors. University Police Officers are sworn full-time police officers who are state certified by the North Carolina Criminal Justice Training and Standards Council and must receive Basic Law Enforcement Training before being sworn as Police Officers. NC A&T State University Police Officers have complete police authority to enforce local, state and federal laws on all property owned or leased by the University and on streets that run through, are adjacent to, or border the campus.
Work Hours Monday - Friday; 8am to 5pm

Key Responsibilities and Related Competencies


Required Competency Supervision
Duties

  • Manage the activities of the Emergency Communications Center (ECC), including the supervision of all Public Safety Telecommunicators.
  • Delegate and assign tasks, establish schedules and assist staff as needed.
  • Train department personnel (temporary and permanent staff) in communications.
  • Manage and monitor effective communication and professionalism in all situations.
  • Receive emergent, non-emergent, and administrative calls.
  • Dispatch appropriate public safety personnel.
  • Maintain public safety communications logs and database.



Required Competency Data/Information/Records Administration
Duties

  • Apply considerable knowledge of established formats for logs and data systems.
  • Explain and interpret data and systems to train telecommunicators.
  • Operates the Division of Criminal Information automated computer network and all affiliated state and national computer systems as necessary.
  • Records contain highly confidential information.
  • System will provide arrests information and assist in the solving of crimes.
  • System is also used for the screening of employment backgrounds for law enforcement personnel.
  • System provides a link for computer data entry with stolen articles, license plates, vehicles and wanted persons throughout the country.



Required Competency Communication - Verbal/Written
Duties

  • Communicate effectively when responding to calls or presenting information to the public, campus community or other public safety agencies.
  • Monitors and dispatches fire, burglar, equipment and panic alarms to appropriate departments and personnel accordingly.
  • Maintains Emergency after hour call-back for the University, which entails maintenance requests for the academic buildings as well as the University Residence Halls.
  • Make contacts through provided weekly callback lists and direct contact through the radio frequency.



Required Competency Knowledge - Technical
Duties

  • Operates police I emergency multi-frequency radio console and multi-line telephones.
  • Dispatch and receive calls for service to and from the University Police Officers, Security Officers, Parking Services Officers and any other collateral agency personnel as necessary.
  • Maintain entry of all call data with 100% accuracy.
  • Provide data for audit purposes or inspection by supervisor and/or investigators.
  • Make contact to the following persons in emergency situations; Assistant Chiefs (Majors), Chief of Police, Director of Public Safety, Vice-Chancellor of Business and Finance, Vice-Chancellor of Student Affairs, Office of OSHA, City Police, County Sheriff's Office, Fire Department etc.
  • Attend and successfully complete assigned in-service schools and department meetings.
  • Use a variety of communication and security equipment, to include radios, switchboards/phones, fire alarms, cameras, security/ surveillance systems, and computers.
  • Apply considerable understanding of the concepts, practices, and theories of systems in the emergency communications center.



Required Competency Problem Solving/Decision Making/Crisis Management
Duties

  • Discern and interpret incoming situations and make decisions on the information.
  • Initiate emergency notification processes and systems, and the use of law enforcement and organizational systems and databases to aid public safety response efforts.
  • Monitor alarms, obtain and relay information, prioritize calls/alarms and coordinate response procedures.



Required Competency Communication and Public Relations
Duties

  • Creates messages through website content, social media, print materials, and radio/television content that generate interest in the agency's agenda.
  • Researches and verifies submitted material; writes, reads, proofs, edits and rewrites copy; ensures accuracy and completeness of projects; and interviews subjects when appropriate.
  • Creates and manages social media strategy to increase visibility and involvement across all social media platforms.
  • Works with University Relations to employ media relations between the University Police Department and such various media outlets as newspapers, research journals, radio and television, and journalists at large.
  • Develops media advisories and press releases when something newsworthy occurs within the organization.
  • Coordinates targeted communications through social media and other multi-media devices.
  • Cultivates followers, builds and maintains communities, monitors and participates in conversations and trends via a variety of communication channels.
  • Assembles and or directs various content - textual, photographic slideshow and video - to enhance the social media presence of the University Police Department and increase constituent engagement, partnering as necessary with University photographers and videographers.
