HR Analyst
Job Summary This position will provide extensive HR expertise to manage, plan, implement, and administer organizational policies and procedures, addressing a comprehensive range of HR-related issues within the department. This role involves close collaboration with the HR Service Center to oversee all facets of faculty, non-faculty academic, post-doctoral, and staff recruitment and advancement. The HR Analyst will coordinate personnel searches, recruitment processes, performance evaluations, and the merit and promotion system for all academic and staff positions. Additionally, the HR Analyst will work with the HR Service Center on departmental employee relations, training, staff development and compliance issues. Reporting directly to the Chief Administrative Officer (CAO) and providing strategic HR advice to the Department Chair, the HR Analyst serves as a vital link between the department and the HR Service Center, ensuring the smooth and effective operation of HR functions and contributing to the overall success of the organization.
Academic Personnel Liaison
- Acts as departmental liaison to the HR Service Center on various HR academic issues.
- Advise department manager and faculty supervisors on employee and labor policies, procedures, and appropriate practices.
- Stays current on employment law, regulations, policies, and bargaining agreements
- Serves as a resource in providing consultative advice to faculty, staff, directors, managers, supervisors, and the chair for an array of confidential human resource situations and matters.
- Interpret, apply, and advise on university policies and procedures and collective bargaining agreements.
- Provide analytical support on human resource issues to the department manager and chair as well as information and guidance to faculty, students, and staff.
Recruitment
- The incumbent manages academic searches with the HR Service Center, Department Chair, and Search Committee Chair, including advising and drafting job descriptions and other search documentation for internal and external job posts, maintaining records on all applications for EEO purposes, and acting as a resource person for search committees. Oversees arrangements for multiple candidate visits, including lodging, local transportation and meals, schedules faculty interviews, meetings, and dinners. Arranges for AV and seminar rooms and distribution of notices that advertise candidate's presentation, keeps logs of applicants and interview process. Sends follow-up letters to all applicants and coordinates with the HR Service Center on search results. Submits request for appointment packets with the HR Service Center, provides need data for chair letters, and monitors signature and approval process. Assists the HR Service Center in closing academic searches.
- Processes postdoctoral fellows and research staff appointments.
- Visa Compliance. Manages for candidates, postdoctoral fellows, faculty and HR Service Center to determine visa needs and manages the visa issuance process with the HR Service Center. Monitors visa end dates and manages the renewal process, as appropriate, working with Administrative Staff and HR Service Center to ensure timely processing, with minimal, if any, disruption to lab and research operations.
- Appropriate Support. Works with finance team to confirm funding for all appointments. Incumbent advises faculty on appropriate compensation levels. Develop and manage electronic personnel records for department.
- Merits. The incumbent works with the HR Service Center to coordinate the merit and promotion process for faculty and non-faculty academic employees, inclusive of performance evaluation for non-faculty academics. Maintains accurate data on appropriate titles, steps and actions taken at faculty meetings. Communicates merit and promotion actions to the HR Service Center, submits requests for packets to the HR Service Center.
- Process Adherence. Submits PCMA cases and manages the People Connect system to ensure timely completion of personnel actions.
- Compliance. In coordination with the HR Service Center, assists the department in administering and implementing HR processes and policies as they relate to academic personnel.
Staff Personnel
- Acts as departmental liaison with the HR Service Center on various staff issues.
- Advise department manager and faculty supervisors on employee and labor policies, procedures and appropriate practices.
- Recruitment. Coordinates staff postings with HR Service Center, including drafting job descriptions, technical supplements and completing ERF/JD forms for submission to HR Service Center. Screens resumes, conducts preliminary interviews, checks references, provides recruitment and hiring recommendations to Department Manager or faculty, prepares offer letters for signature, closes postings with HR/Dean's office and maintains recruitment files.
- Manages affiliates, volunteers, limited hires, and Interim Staffing employees within the department, balancing advancement of faculty and departmental business objectives within university parameters. Incumbent submits recruitment requests for volunteers, limited hires, and interim staffing personnel, including the submission of job descriptions and completed volunteer packets. Manages attendance and timesheet approvals in HR approved on-line systems.
- Appropriate Support. Works with the finance team to confirm funding for staff positions. Incumbent advises department leadership and faculty on appropriate compensation levels.
- Performance Evaluation. Monitors performance evaluations of departmental personnel and assists supervisors to complete and submit evaluations to HR in a timely manner.
- Process Adherence. Submits and manages the People Connect system to ensure timely completion of personnel actions.
- Lab Re-organization. Coordinates with HR Service Center in advising PI/faculty on appropriate lab re-organization and staffing changes to attain business objectives.
- Training and Staff Development. Incumbent takes the lead in promoting training opportunities for departmental staff.
- Employee Relations. The incumbent conducts periodic analyses of departmental staff morale and arranges activities to promote positive employee relations.
- Compliance. In coordination with the HR Service Center, assists the department in implementing HR processes and policies as they relate to staff and monitors compliance
The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement. The salary range for this position is $75,700 - $123,100 (Annual Rate). Department Description The Physiology Department has grown to over 200 faculty, postdoctoral fellows, graduate students, and staff. Research projects cover the broad spectrum of physiological applications in neuroscience, molecular, and cellular physiology. The Department of Physiology Research and Administration is housed at the Mission Bay Campus, while instruction remains at its roots on the Parnassus Campus.
The Center for Integrative Neuroscience (CIN) is an Interdisciplinary Center located and managed by the Department of Physiology with over 300 faculty and the Kavli Institute for Fundamental Neuroscience also resides in the Department of Physiology.
Required Qualifications
- Bachelor's degree in related area and / or equivalent experience / training.
- Minimum 3 years of related experience
- Thorough knowledge of financial analysis and reporting techniques, and / or human resources policies and procedures for staff and academic employees.
- Interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising and counseling skills.
- Strong skills in short-term planning, analysis, problem-solving, and customer service.
- Knowledge of a variety of administrative operational activities such as event planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines.
- Ability to use discretion and maintain confidentiality.
Preferred Qualifications
- Thorough knowledge of University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and / or personnel management.
- Solid knowledge of common University-specific computer application programs.
