Job Description

Jefferson is seeking a Project Manager for a U.S. Trade and Development Agency (USTDA) opportunity. Responsibilities:

  • Support the integration of the Public Procurement Act of 2021 and its associated regulations into a coherent compliance framework.
  • Manage Key deliverables include the development of a Procurement Code of Professional Conduct and Ethics for public procurement practitioners, as well as enforcement mechanisms for procurement officials.
  • Assist in designing a compliance and performance monitoring system with tools, instruments, and metrics that conform to the Act and align with international best practices.
  • Manage staff in the evaluation training materials for these tools and systems and conduct targeted training sessions to ensure proper implementation and usage of the compliance framework.

Requirements

  • Expertise in acquisition planning utilizing value-based procurement models to structure procurements for public works and infrastructure projects
  • Demonstrated experience in conducting procurement assessments, investigations, monitoring, regulatory enforcement, compliance, and recommending procurement policies
  • Expertise in procurement professionalization and building capacity of the procurement workforce
  • Familiarity with international best practices in procurement and value-based procurement models, as well as public procurement systems in emerging economies.
  • Managing interdisciplinary teams on similar assistance
  • Value-based procurement in infrastructure projects
  • Public procurement regulatory enforcement

Qualifications:

  • First degree in law, procurement, supply chain, business administration or related disciplines
  • Relevant master's degree (in addition to First Degree)
