The Milwaukee Metropolitan Sewerage District (MMSD) is a regional governmental agency that serves 1.1 million people in the greater Milwaukee area. MMSD is seeking qualified candidates for the position of Project Manager in the Technical Services Division.  Reporting to the Section Manager, you will provide project management for MMSD's numerous projects and commitments focused on our two water reclamation facilities.  This involves the development and implementation of cost-effective solutions to address project needs and strong coordination between consultants and MMSD stakeholders.
 
Essential Duties and Responsibilities:
  • Manage and lead assigned projects and initiatives.  Develop and manage cost schedule in a manner that ensures successful completion on schedule and within budget.
  • Identify goals and scope of assigned projects; plan, document, and track activities using various project management tools; manage resources; effectively communicate; resolve issues that hinder progress; and mitigate potential risks.  
  • Develop, execute, and manage consultant, professional service, and specialized contracts to meet project goals.  Ensure compliance with contract requirements and scope. 
  • Efficiently develop, coordinate, and implement changes to projects and contracts.
  • Gather facts, research issues, analyze potential solutions, compare alternatives in terms of cost, schedule, and availability of resources, and recommend a course of action.
  • Develop and deliver quality project-related documentation and reports.
  • Ensure all project and contract activities comply with MMSD policies and procedures.  
  • Provide other departments with assistance and technical expertise on various matters and efforts related to assigned projects. 
  • Effectively represent MMSD during interactions with external stakeholders, project partners, governmental agencies, funding agencies, and vendors. 
  • Occasionally perform engineering analyses and prepare plans and specifications for smaller, less complex projects. 
  • Complete special projects as assigned.
Qualifications:
  • Bachelor's degree in civil/environmental/chemical engineering or a related engineering discipline.
  • Three years of job-related experience or an equivalent combination of education and experience. 
  • Previous project management experience or exposure to project management.
  • Experience working with a large team of multiple stakeholders.
  • Planning, engineering, design, or construction management experience.
  • Wastewater treatment or sewer experience.
  • Strong communication skills with the ability to communicate technical content, in an efficient and understandable manner, to a wide variety of audiences. 
  • High degree of interpersonal and problem-solving skills with a demonstrated ability to overcome obstacles and resolve conflict. 
  • Computer software proficiency. 
  • Valid driver's license and a good driving record at time of application and throughout employment.

PHYSICAL REQUIREMENTS
  • This work requires the regular exertion of up to 10 lbs. of force, occasional exertion of up to 25 lbs. of force, and infrequent exertion of up to 50 lbs. of force.
  • Work regularly requires using hands; frequently requires speaking or hearing and reaching with hands and arms; occasionally requires standing, walking, sitting, climbing or balancing, kneeling or crawling, and pushing or pulling.  

SENSORY REQUIREMENTS

  • Work has standard vision requirements.  Vocal communication is required for expressing ideas by means of the spoken word.  Hearing is required to receive detailed information through oral communication and/or to make fine distinctions in sound.  
  • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operating motor vehicles, and observing general surroundings and activities. 

ENVIRONMENTAL EXPOSURES

  • Work occasionally requires exposure to outdoor weather conditions and infrequently requires working near moving mechanical parts and exposure to toxic or caustic chemicals.
  • Work is generally in a moderately noisy location.

Requires the use of safety glasses, steel-toed shoes, hardhat, hearing protection, coveralls, high visibility vests/coats, and gas detector as dictated by the location and type of work being performed.
