Supply Chain Consultant, Global Health

POSITION SUMMARY: The Supply Chain Consultant will conduct a thorough review of the organization's supply chain policies and processes, with a particular focus on procurement and Gifts-In-Kind (GIK) management. This role will ensure compliance with international standards, donor requirements, and internal regulations while identifying gaps and risks. The consultant will benchmark current practices against industry standards and recommend improvements for ongoing compliance and accountability. Collaboration with key stakeholders and preparation of a comprehensive report with actionable recommendations will be key deliverables. PRINCIPAL RESPONSIBILITIES: Policy and Process Review:
- Conduct a comprehensive review of the organization's supply chain policies, procedures, and guidelines, focusing on procurement and GIK processes.
- Assess compliance with international standards, donor requirements, and internal policies.
- Identify gaps, inefficiencies, and potential risks in existing processes.
Compliance Assessment:
- Evaluate procurement and GIK processes to ensure adherence to applicable regulations, including donor-specific rules, anti-corruption policies, and ethical standards.
- Conduct a compliance risk assessment and recommend mitigation strategies.
Benchmarking and Best Practices:
- Compare current practices with industry best practices and standards for humanitarian supply chain management.
- Recommend improvements and innovations to align with best practices.
Monitoring and Reporting:
- Develop monitoring mechanisms to ensure ongoing compliance and accountability in procurement and GIK processes.
- Prepare a final report summarizing findings, recommendations, and an action plan for implementation.
Stakeholder Engagement:
- Collaborate with key stakeholders, including procurement teams, program teams, and leadership, to ensure alignment and support for recommended changes.
- Facilitate workshops or meetings to gather input and feedback.
- Work with program support staff to identify any significant deviation from the program implementation plan and estimated expenditures in conjunction with Global Finance Staff.
MINIMUM QUALIFICATIONS:
- Bachelor's degree in Supply Chain Management, Business Administration, Logistics, or a related field.
- At least [10] years of experience in supply chain management, preferably in international humanitarian organizations or NGOs.
- Strong knowledge of procurement regulations and standards (e.g., USAID, EU, UN, and other donor requirements).
- Familiarity with GIK management processes and related compliance standards.
- Proven experience in policy review, development, and implementation.
- Excellent analytical skills and attention to detail.
- Strong communication and facilitation skills with the ability to engage diverse stakeholders.
- Proficiency in supply chain management software and tools.
- Ability to work independently and deliver high-quality outputs within tight deadlines.
PREFERRED QUALIFICATIONS:
- Certification in supply chain management (e.g., CIPS, CSCP) is highly desirable.
- Experience working in humanitarian or disaster response contexts.
- Understanding of ethical procurement practices and anti-corruption measures.
DELIVERABLES:
- A comprehensive report on the assessment of policies and processes, detailing identified gaps, inefficiencies, and risks.
- Recommendations for addressing the identified gaps, including actionable steps for improvement.
- Conduct Global supply chain staff assessment, focusing on confidence, competence, and ability to perform their roles effectively.
