In the Department of Emergency Medicine, our mission is to provide and continue to improve the quality of health care services whenever and wherever the patient needs them; to promote scholarly activity regarding emergency health care through education and research; and to maximize the accumulation and utilization of resources in order to accomplish service and scholarly activities, and promote the wellness and satisfaction of department members.
Our tertiary care catchment area includes more than 1.5 million people in eastern North Carolina, many of whom arrive via our integrated mobile critical care and air medical service. Our children's ED opened in July 2012 and the children's hospital opened in June 2013. In September of 2016, we extended our coverage to begin providing professional medical services at
ECU Health Outer Banks Hospital in Nags Head, North Carolina.
Our current faculty members possess diverse interests and expertise leading to extensive state and national-level involvement. The emergency medicine residency is well-established and includes 12 EM and 2 EM/IM residents per year. |
Job Duties |
The Manager of Physician Practice Operations will be responsible for providing support in the areas of finance and personnel for the Department of Emergency Medicine.
FINANCIAL
MANAGEMENT
AND
REVENUE
ANALYSIS:
The Manager will be responsible for preparing budgets, preparing revenue forecasts for each funding source: Medical Faculty Practice Plan, State funds, Special Funds and the Medical Foundation, developing the annual and continuing budget process, projecting expenditures and revenues for short and long-range forecasts, preparing written and graphic material for presentation to School of Medicine and Finance Committee external funding in support of budget requests and evaluating all department activities to analyze financial trends in order to provide advice on prioritizing yearly budget initiatives in the department. The Manager will assist the Department Administrator in preparing business plans, pro forma, and proposals for new programs.
The Manager will monitor projected vs. actual revenues and expenses within each of the categories noted above, analyze extensive data, develop proposals with several options for addressing budget issues, and recommend to the Department Administrator those changes necessary to sustain the financial viability of the section, and will also conduct feasibility studies and costs/benefit analyses of proposed new services, outreach activities, and/or equipment purchases.
PERSONNEL
MANAGEMENT:
The Manager will set priorities for the assignment of work to support staff, adjusting work balances as required to accommodate shifting levels of demand, complete performance appraisals for support staff, and assure compliance with personnel policies.
CONTRACT
NEGOTIATIONS:
Generally within the context of developing new services or providing services to external medical groups, affiliated institutions, the Manager will assist the Department Administrator and Chair with contract negotiations by providing pertinent financial cost benefit analysis for successful conclusion of an agreement. The Manager will assist in the development of appropriate contract terms for third party payor contracts as they relate to Emergency services, will monitor and track contract revenue and work closely with the Contract office for billing and receipting revenue and navigating the approval process.
OTHER
The manager will provide a high level of independent and discretionary judgment for administrative matters. Anticipating and negotiating solutions for potential problems that could impact the administrator/college and the scope of internal and external responsibilities and routinely coordinating and facilitating solutions with internal and external organizations and constituents. The manager will clearly and concisely convey information verbally and in written form; effectively present ideas to administration, chairs, personnel committee chairs, individuals or groups to ensure that they understand the information and message, collect and analyze data for special projects assigned by administration and will be involved in operational activities such as records management and budget data.
The manager will use strong knowledge of and be able to utilize PeopleAdmin, Banner HR, Banner Finance,
ODS,
ECU Faculty Manual, create Position Change Forms, Internal Compensation Forms with their justifications,
EHRA Sharepoint Site and other university systems related to Human Resource actions.

ECU Brody School of Medicine is affiliated with
ECU Medical Center.
ECU Medical Center is the flagship hospital for
ECU Health and serves as the teaching hospital for the Brody School of Medicine at East Carolina University.
Employment in this position provides eligibility to participate in the

Graduation from an appropriately accredited four-year college with a degree in business administration, public administration, health care administration, or a related program and three years of clinical or administrative management experience; or an equivalent combination of training and experience is required. |
