POSITION SUMMARY

Constellis is hiring a Senior Subcontracts Administrator to be part of a dynamic and growing team located in Herndon, VA. The Senior Subcontracts Administrator is responsible for preparing, reviewing, issuing and monitoring bid documents; reviewing and evaluating bid proposals; preparing, reviewing and issuing subcontract documents; and monitoring the performance of subcontractors. Additional duties may include developing, implementing and reviewing subcontracting plans for pre-award, post-award and price analysis.

The Senior Subcontracts Administrator is responsible for preparing, reviewing, issuing and monitoring bid documents, and reviewing and evaluating bid proposals. This position will work primarily with the Business Development, Capture and Proposals teams to ensure the smooth progress of procurement-related proposal requirements and submissions. Additional duties may include developing, implementing and reviewing subcontracting plans.

RESPONSIBILITIES



  • Review Work Package Specifications received, to include Statements of Work (SOW), Performance Work Statements (PWS), and Bills of Material (BOM), in order to generate Requests for Proposal (RFP's) and Requests for Quote (RFQ's)
  • Generate FAR-compliant RFP and RFQ bid packages, fairly and openly soliciting bids from both large and small subcontractors ensuring that SB, SDB, WOSB, SDVOSB, and HUBZone SB's are provided an equitable opportunity to compete for Constellis subcontracts
  • Coordinate small business bids with the SBLO as required in order to ensure compliance with any small business subcontracting/small business participation goals
  • Assist with identifying potential subcontractors, CONUS-based and OCONUS-based, using a variety of methods, source lists, and organizations
  • Analyze subcontractor and vendor proposals for compliance with RFP/RFQ requirements, conducting formal analysis as required (to include price analysis, cost analysis, and/or make/buy analysis)
  • Provide fact-supported subcontractor recommendations for management review and approval, to include development of bid summaries
  • Coordination of Non-Disclosure Agreements, Teaming Agreements and subcontractor due diligence with Legal and Business Development
  • When necessary, develop draft subcontract agreements for inclusion in RFP packages
  • Ensure that all required terms and conditions, statements of work, performance requirements and prime contract flow downs are incorporated into RFP and RFQ packages
  • Participate in the development and documentation of the vendor database, participate in regular supplier reviews and ratings, and vet vendors for inclusion in the approved vendor/subcontractor database
  • Work closely with Business Development, Proposals, Capture, Export Compliance, Legal, and Finance teams
  • Maintain all contractual documents, files, correspondence, meeting minutes and other appropriate and applicable documents in the Procurement Department's automated procurement compliance tool. Convey documentation of solicitation and quotes to the SBLO as required confirming compliance with small business requirements


QUALIFICATIONS



  • Bachelor's degree or equivalent experience preferred
  • Experience reviewing proposal and RFI response content to ensure alignment with capture strategy
  • Ability to handle multiple simultaneous capture efforts and flexibility to adjust priorities based on changing Government timelines
  • Five years of responsible technical and/or professional experience in subcontract administration, procurement, or comparable required.
  • Comprehensive knowledge of Federal procurement processes
  • Successful negotiating experience is a plus
  • Experience with Costpoint a plus.
  • Experience in personnel management preferred
  • Proficiency in using Microsoft Office Suite tools, especially: Outlook, SharePoint, Teams, Excel, and Word
  • Effective oral and written communication skills with all levels of the organization. Strong organizational skills with the ability to manage time and multiple priorities to completion
  • Problem solving skills with an analytical thought process
  • Ability to adapt to a rapidly changing environment

Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday-Friday standard core hours, however some extended or weekend hours may be required.
