Seneca Global Services, LLC is seeking a SCIF (Sensitive Compartmented Information Facility) Manager/Special Security Representative (SSR),supporting the 96th Cyberspace Test Group's National Cyber Range Complex (NCRC) - Eglin (96 CTG/TGS), located atEglin AFB, FL. The SCIF Manager/SSR is responsible for the overall management, security, and maintenance of the SCIF, ensuring compliance with all relevant policies and regulations, including but not limited to the Department of Defense Manual (DoDM) 5200.01 Volumes 1-3, DoDM 5205.21 Volumes 1-3, Intelligence Community Directive (ICD) 705 Volumes 1-3 (including the technical specifications for SCIF construction), DoDI 8510.01, DoDM 5200.02, DoDM 5205.07 Volumes 1-4 and the Joint Security Implementation Guide (JSIG) for special programs. The SCIF Manager/SSR will work closely with other departments and agencies to coordinate access and usage of the SCIF and ensure that all activities within the facility are carried out in a secure and controlled manner.

Responsibilities include, but are not limited to:



  • Develop and implement security policies and procedures for the SCIF, ensuring compliance with relevant laws, regulations and standards, including but not limited to DoDM 5200.01 Volumes 1-3, DoDM 5205.21 Volumes 1-3, ICD 705 Volumes 1-3, DoDI 8510.01, DoDM 5200.02, DoDM 5205.07 Volumes 1-4 and JSIG for special programs.
  • Manage and oversee the SCIF accreditation process, ensuring that all necessary documentation and requirements are met to obtain and maintain the accreditation. This includes working with the accrediting officials, providing necessary documentation, and addressing any deficiencies or issues that may arise during the accreditation process.
  • Coordinate with other departments and agencies to schedule and manage access to the SCIF, ensuring that all activities are conducted in a secure and controlled manner.
  • Maintain accurate records of all personnel and equipment entering and exiting the SCIF and report any security incidents or breaches to the appropriate authorities.
  • Conduct regular security inspections and audits of the SCIF to ensure that all security measures are in place and functioning properly and address any deficiencies in a timely manner.
  • Ensure that the SCIF is properly maintained and equipped, and coordinate with maintenance and IT personnel to resolve any technical issues.
  • Serve as the primary point of contact for all SCIF-related inquiries and issues.
  • Provide regular reports to senior management on the status and usage of the SCIF and recommend improvements to security and operations as needed.
  • Handle physical security, information security, and personnel security at the SCI level and below, including TS Control.
  • Conducting security briefings and debriefings for employees and contractors as required.
  • Conducting security clearance investigations and adjudications.
  • Having experience in special programs is considered a bonus.


Basic Qualifications:



  • U.S. Citizenship is required
  • Active Top Secret, Top Secret/SCI eligibility required.
  • DoD Security Fundamentals Professional Certification and Security Program Integration Professional Certification conferrals required within 2 years of entry on duty date.
  • Bachelor's degree in a technical discipline and 0-3 years of technical experience -OR- Associate's Degree in a technical discipline and 4 years of technical experience -OR- HS Diploma or Equivalent and 6 years of technical experience.
  • Employee willing to consent to counterintelligence scope polygraph examination.
  • Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.
  • Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs.
  • Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls.
  • Knowledge of required Security Special Access program (SAP) and sensitive compartmented information (SCI) security procedures.
  • Skill in planning, developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program.
  • Ability to plan, organize work, and meet deadlines and ability to communicate effectively, both orally and in writing


Desired Skills:



  • Strong knowledge of security policies, procedures and regulations, including those specific to SCIFs.
  • Excellent communication and interpersonal skills, with the ability to work effectively with a wide range of individuals and organizations.
  • Previous experience with SCIF accreditations, including knowledge of the accreditation process, requirements, and documentation necessary to obtain and maintain accreditation.
  • Strong problem-solving and decision-making abilities.
  • Ability to work independently and manage multiple priorities.
