Pay Range

$160,890 - $204,036 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. Job Description

We have an opening for a Deputy Facility Manager to assist in the management of the Site 300 High Hazard Explosives Facilities. You will be responsible for interacting with five teams of engineers, technicians, specialists, scientists, administrative staff, maintenance managers, and work planners. You will organize and manage a wide range of facility and programmatic functions, such as operations and maintenance, facility upgrades, and external outreach activities in support of diverse programmatic activities such as explosives development, experimentation, explosives processing, and environmental and engineering testing of components. This position is in the Facilities Operations and Support organization within the Strategic Deterrence (SD) Directorate.

This position requires full-time on-site presence due to the nature of the work.

In this role, you will

  • Provide advanced technical leadership and oversight to a multi-disciplinary team in the day-to-day management of facility operations, including the implementation of conduct of operations, work planning and control, ES&H requirements, safety basis requirements, training requirements, internal and external assessment programs, and other safety management programs.
  • Oversee explosive activities, within various discipline areas, ensuring operations fall within the approved safety basis envelope and are compliant with both the DOE Explosives Safety Standard and industry standards.
  • Oversee day-to-day management of facility operations, including the implementation of conduct of operations, Work Planning and Control, ES&H requirements, safety basis requirements, training requirements, internal and external assessment programs, and other safety management programs.
  • Manage resources by appropriately allocating and assigning operators and support personnel to ensure the safe and efficient execution of facility and programmatic activities.
  • Establish and maintain overall responsibility of the maintenance and outage schedules for facilities while balancing priorities, budget and personnel resources, and facility availability in support of program work.
  • Implement continuous improvement processes in both the safety and efficiency of activities using assessments, direct oversight, performance metrics and other tools.
  • Develop and implement an effective emergency management program, including emergency and operational drills.
  • Perform other duties as assigned.

Qualifications
  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor's degree in Explosive Engineering, Mechanical Engineering, Electronics Engineering, Chemistry, or the equivalent combination of education and relevant experience.
  • Significant experience overseeing operations, maintenance, and work planning in a high explosives or other high-hazard facility.
  • Significant experience with supervision and resource management, necessary to manage a multidisciplinary team at the professional and technical level.
  • Significant experience conducting assessments to provide recommendations to senior management and experience participating in critiques and investigation to provide corrective actions following off normal occurrences.
  • Advanced verbal and written communication, technical, leadership, and interpersonal skills to effectively collaborate in a team environment, manage a multidisciplinary team of technical and administrative staff, present/explain technical knowledge, provide advice to management, regulators, reviewers, and stakeholders, and oversee a wide variety of Program activities.
  • Experience creating complex project plans and developing solutions related to state-of-the-art research and development facilities or high hazard operations.

Qualifications We Desire

  • Knowledge of the LLNL Explosives enterprise, including serving on the Explosives Safety Committee (subcommittee, or special project).
  • Knowledge of S300 and other SD explosives facilities.
  • Experience overseeing various aspects of projects, including conceptual design, sitting, estimates, construction, and project acceptance.

Site 300

Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.

Pre-Employment Drug Test
