Provides district-wide supervision, coordination, and leadership in differentiated learning initiatives to address all students' academic needs. This work is carried out in collaboration with the Office of Special Education, Student Support Teams (SST), the Multi-Tiered System of Supports (MTSS), Academic Tutoring, and Gifted and Advanced Learning (GAL) programs. The Director of Differentiated Learning is responsible for developing and monitoring strategies to identify and meet the needs of diverse learners in City Schools, as well as designing and supporting the systems and data infrastructure necessary for this work.


Essential Functions



  • Leads the development of the district's multi-tiered system of supports (MTSS) to ensure that academic student supports from intervention to advanced/honors programs are accessible to the continuum of learners across city schools.
  • Directs, supervises and leads the planning and implementation of system-wide strategies to improve the provisions of MTSS in support of student achievement in City Schools.
  • Works collaboratively with the coordinator - MTSS and the Community Learning Network teams to support schools in instruction, assessment, and the provision of interventions.
  • Works collaboratively with various offices to implement a cohesive SST strategy.
  • Works with the Coordinator - Gifted and Advanced Learning (GAL) to identify students as gifted, advanced, and talent development students to support access to high-quality advanced and honors programming.
  • Works with the Coordinator - Gifted and Advanced Learning to ensure GAL and Advance Placement courses and opportunities are available across the district.
  • Collaborates with academic offices, particularly within Teaching and Learning and Special Education, but also Whole Child Support and Services, and College and Career Readiness to enhance the skills of district teachers and leaders in inclusive practices, curriculum updates, and programming for all students across the learning continuum.
  • Works with the Coordinator - Academic Tutoring to design and implement the district's tutoring strategy to support student accelerated and personalized learning needs.
  • Works with the Coordinator - Academic Tutoring to monitor and evaluate tutoring efforts in schools and assess tutoring implementation.
  • Collaborates with the Office of Achievement & Accountability to ensure that data systems are established to support the collection and use of student data for informing necessary academic and social/emotional supports.
  • Consults with partners and advocates to provide comprehensive supports for all learners.
  • Manages assigned staff in developing, designing, reviewing, implementing, and evaluating project plans and strategies to achieve goals and objectives.
  • Plans, organizes, and implements professional development activities and programs for teachers and leaders, emphasizing instruction, assessment, and achievement for all learners.
  • Identifies, monitors, and supports schools with the implementation of instructional interventions and programs to increase students' academic achievement.
  • Provides technical assistance to network teams and school-based staff in managing the bridge plan for academic validation for students with disabilities.
  • Oversees the coordination and implementation of relevant standards, including the Maryland College and Career-Ready Standards for multi-tiered systems of support and advanced programming.
  • Works collaboratively with a highly motivated team from multiple offices to advance teaching and learning in the district.
  • Provides leadership in setting district priorities and policies for educational and personnel issues related to relevant content areas.
  • Oversees the strategic planning, fiscal, and project management for state and federal grants.
  • Provides leadership in developing and improving existing programs.
  • Keeps the Executive Director- Teaching and Learning abreast of all matters related to assignment areas.
  • Represents City Schools in state and national dialogues.
  • Identifies, secures, and manages grants and partnerships to support and further district initiatives.
  • Oversees the evaluation and selection process for instructional materials for relevant content areas.
  • Provides professional development activities and technical assistance to content liaisons in areas related to the implementation of instructional support for teachers and school-based staff.
  • Provides appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies, and professional standards.

Desired Qualifications



  • Master's degree in education or related field from an accredited college or university.
  • Maryland State Department of Education Advanced Professional Certificate with Administrator I endorsement.
  • Four years teaching experience in Special Education or intervention programming.
  • Three years' experience developing and delivering professional development to teachers, including experience beyond the school level. Urban school experience preferred.
  • Extensive knowledge of Common Core State Standards, MCCRS, and development of curriculum, assessments, and professional development.
  • Knowledge of effective student, school, and district assessment tools.
  • Excellent verbal and written communication skills, including ability to make effective presentations.
  • Effective interpersonal, coaching, and organizational skills.
  • Ability to establish and maintain effective relationships.
  • Ability to facilitate positive communication and coordination of program activities with teachers, administrators, and staff.
  • Ability to analyze and interpret data.
  • Ability to prepare and deliver persuasive presentations.
  • Proficient in the use of computer applications, including Microsoft Office, Excel, and PowerPoint.
