Excellent retirement and health are just one of the rewards.Learn more about the benefits of working at UC Brief Summary of Job Duties: Reporting to the Associate Vice Provost/Executive Director (AVPED), the Director of Reciprocal Programs (Director) for UCEAP is responsible for the oversight and management of inbound students from over 25 countries. Manages the accountability and stewardship of human, financial, and operational resources in compliance with organizational goals and objectives. Develops long-term vision and goals; manages comprehensive, ongoing relationships with UC campuses and partner universities abroad. The Director develops, monitors, and oversees a significant operational budget to achieve objectives. They are responsible for collaborating with UC departments and host institutions to develop and maintain long-term relations with the institutions that host or provide programs for UCEAP, including the negotiation of UC's contractual agreements with these institutions. The role also involves providing guidance and information to host institution representatives, academic liaisons, and Study Center staff. The Director provides exchange guidance and information to functional units within UCEAP and UC campuses related to these programs. They manage the Reciprocal Programs unit at UCEAP, whose members handle operational, academic, and logistical matters, including serving as a first point of contact for emergencies. The Director is also the main contact for general and safety management, coordinating with campuses and sending institutions in emergencies, and serving as a first responder with 24/7 on-call emergency response duties. In this capacity, the Director ensures access to UC programs that have a critical impact on the systemwide organization. They have significant responsibility for achieving broadly stated organizational goals, determining objectives, directing programs, developing strategies and policies, managing resources, and functioning with a high degree of autonomy. As part of UCEAP's senior leadership team, the Director serves as a standing member of the Directors Council, actively contributing to long-term and strategic planning, policy analysis, and problem-solving for UCEAP. The Director also works closely with units such as Global Programs, Budget and Finance, International Health, Safety and Crisis Management, Human Resources, Marketing, Communications and Engagement, and Information Technology, along with the AVPED, on legal, budgetary, and other operational matters. Misconduct Disclosure Requirement: 20% Host University Relations - Develops, promotes, manages, and maintains effective partnerships, and the stewardship of long-term working and diplomatic relationships, with host universities. Monitors developments in host countries and locales, their systems of higher education, and host university issues of concern to UCEAP, advising constituents of these matters; develops and maintains the professional networks to meet this responsibility. Collaborates in the negotiation of agreements with partner universities based on reciprocal exchange, fee-paying arrangements, or a combination of both. Monitors continual compliance with these agreements by UC and the partner. 20% Program Oversight - Promotes recognition of Reciprocal Exchange program participants as a distinct non-degree group while ensuring their integration into the host environment. Works with the Global Programs and Finance units to implement Reciprocal Exchange programs that serve UCEAP short- and long-term goals and host university academic needs. Establishes Reciprocal Exchange unit priorities and contributes to UCEAP strategic planning. Advises UCEAP management on the feasibility of proposed Reciprocal Exchange commitments and ensures the implementation of such commitments per agreements. Determines Reciprocal Exchange policies and procedures for efficient administration of Reciprocal Exchange programs and coordination of participant access to campus services across the UC system. Monitors and advises on regulatory issues that would potentially impact UCEAP's ability to carry forward short- and long-range objectives (immigration regulations, UC policy regarding international students, etc.) and develops strategies to minimize such risks and threats to the extent possible. Develops, monitors, and oversees Reciprocal Exchange program budget and team travel budgets. Works with Budget and Finance unit to ensure that Reciprocal Exchange student fees are paid to the host UC and any invoices involving Reciprocity student participation are accurate. Provides reports that inform UCIE budget discussions and reports accrual amounts for annual budget carryforward of Reciprocal Exchange financial liabilities. In collaboration with UCEAP Research, surveys Reciprocal Exchange students and sets annual placement targets for each host UC. Provides reports Academic Development Director for UCIE program reviews. Prepares reports for the AVPED, Academic Deans, and other UCEAP team members in support of their travel and discussions. Responsible for annual report submissions, regional strategic plans, and other reports as requested by the AVPED. Travels as necessary domestically and abroad for business meetings to develop/maintain institutional relationships and promote understanding of UC campuses. 20% Program Management - Responsible for all aspects of the UC experience systemwide for Reciprocal Exchange students: recruitment, admission, access to campus services, enrollment, immigration advising, and integration of non-degree Reciprocal Exchange students in the UC community. These include but are not limited to UCOP data transfer processes, ongoing relations with admissions, registrar, UC academic advising, offices of international students and scholars, housing, health services, CAPS, UCDC, and student organizations. Collaborates with the Marketing, Communications, and Engagement unit and creates media presence through website management, and orientation/information programs for UCEAP staff, UC staff, inbound students, and partner universities both domestically and abroad (through virtual and onsite training). Responsible for oversite of collaboration with IT in the continued development and implementation of Reciprocal Exchange website and application. Using data and analytical tools, continuously analyzes and evaluates program performance and needs, and initiates changes when necessary. Intervenes as necessary in complex placement/evaluation issues or issues requiring special handling (student denials, disqualifications, contested placements, etc.) 10% Student Security and Welfare, Case Management - As first responder on all emergency calls for Reciprocal Exchange students, responsible for the response and resolution of emergencies involving these students. Communicates with campus stakeholders and UCEAP partner universities in situations of student personal safety and security, campus emergencies, and natural disasters and proactive communication to UCEAP partner universities when necessary. This includes but is not limited to emergency health situations, disabilities requests, and student behavioral and academic issues. Mediates between campuses and partner institution liaisons in emergencies involving the welfare of Reciprocal Exchange students (e.g., emotional or medical crisis), student conduct, and academic issues. 15% Management and Supervision - Oversees team and supervises direct report staff members within the Reciprocal Programs unit. Provides performance feedback and evaluations to direct reports and establishes training and assessment priorities. Leads goals and strategies; ensures consistency of communication and procedures. Cultivates an environment where Reciprocal Exchange students are valued and acknowledged as contributing to the internationalization goals and excellence of the University of California. Initiates and maintains campus relations with a broad range of academic and service offices including but not limited to academic advising in departments, schools and colleges, admissions, registrar, office of students with disabilities, CAPS, student health, housing, career placement and international students and scholars' office. In coordination and collaboration with the AVPED, maintains knowledge of and familiarity with a wide range of campus units, such as research centers and interdisciplinary programs, and faculty in relevant academic departments. 15% Leadership - Informs and advises the AVPED and UCEAP unit heads about issues and challenges pertaining to UC. Provides professional, international study abroad expertise about countries, institutions, and study abroad programs to UCEAP leadership and staff. Analyzes the implications of new developments or conditions for UCEAP and brings such analyses to bear on current program and organizational operations and longer-term planning. Participates in UCEAP strategic planning. Serves as a member of the Directors Council, UCEAP's senior leadership committee. Serves on various UCEAP and University committees, as needed. Contributes professionally to the international education field through awareness of and/or participation in the activities of the various national and international associations devoted to international education. Works collaboratively with other unit directors to develop and coordinate the consistent application of policies and procedures among UCEAP teams, campus study abroad offices, and Study Centers.
