Pay Range

$271,320 - $345,840 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We have an opening for aDeputy Engineering and Maintenance Manager. This position includes assisting the Engineering and Maintenance Manager in management and oversight of the implementation and execution of engineering and maintenance programs for seven (7) Hazard Category 2 and Category 3 nuclear facilities, radiological facilities, high explosives facilities at Site 200 in Livermore, California and at Site 300 in Tracy, California, and Livermore Computing facilities. You will interact with senior Infrastructure and Operations Directorate maintenance and engineering managers, maintenance deployed team leads, facility managers, and support contractor representatives. Responsibilities also include assisting in the management and development of staffing, short-term and long-term strategic planning and goals, and maintenance budgets. This position is in Operations within the Strategic Deterrence (SD) Directorate.

This position requires full-time on-site presence due to the nature of the work.

In this role, you will:

  • Provide technical leadership and direction to the SD maintenance and engineering programs to ensure that work is conducted safely and efficiently by well-trained and qualified staff in compliance with DOE Orders and applicable federal, state, and local laws and regulations.
  • Assist with managing the engineering and maintenance budgets for SD facilities and develop and implement cost-saving initiatives for improving equipment reliability and safety.
  • Negotiate and manage maintenance and engineering resources and oversee personnel assignments to assure adequate and balanced support for facility operations, security, materials control and accountability, and infrastructure, for the successful and timely completion of programmatic goals.
  • Champion SD's W80-4 Life Extension Program and W87-1 Modification Program efforts by providing guidance and necessary resources to technical, scientific, and administrative staff that result in the timely completion of facility equipment modifications, replacement projects, and maintenance.
  • Identify opportunities for continuous improvement in security, safety, and operations through the implementation of both formal and informal inspection and assessment programs and metrics.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U. S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor of Science degree in Chemistry, Engineering, or a related scientific field or the equivalent combination of education and related experience.
  • Experience as an engineer at a commercial, DOE, or Navy nuclear facility.
  • Experience leading and managing a multi-disciplinary team of technical, scientific and administrative staff members within explosives facility engineering and maintenance programs.
  • Extensive knowledge of DOE policies, procedures, regulations, and standards, including DOE Order 420.1C,Facility Safety, DOE Order 422.1,Conduct of Operations, DOE Order 430.1C,Real Property Asset Management, and DOE Order 433.1B,Maintenance Management Program for DOE Nuclear Facilities.
  • Expert communication, facilitation, collaboration, problem-solving and interpersonal skills at the technical level necessary to direct an organization, lead innovative research and operations, build and motivate cooperative multi-disciplinary teams, and interact, present, explain, influence and advise SD senior management on various operational issues and matters of signification to the organization.
  • Experience in performance management and supervision of technical, scientific, and administrative staff and managers, including performance issues, career development, annual performance appraisals, and salary management.
  • Experience managing multi-million-dollar engineering and maintenance budgets and establishing strategic operational goals for nuclear, radiological, and high explosives facilities.
  • Qualifications We Desire

  • Advanced degree in an Engineering or science program, or related field.
  • Extensive experience developing and implementing policies and procedures relating to high hazard facilities, engineering, maintenance, and operations.
  • Advanced knowledge and experience developing and implementing continuous improvement in operational safety, security, and efficiency while encouraging process improvement throughout the workforce.

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
