Under the general direction of the IT GRC and Cybersecurity Analyst, the Procurement & IT GRC Analyst will serve as a member of the cybersecurity team and a liaison between the Information Security Office (ISO) and all Finance, Operations and Administration (FOA) units. The Business Systems Analyst 2 role is responsible for designing and implementing efficient procurement workflows that enhance operational performance and integrate vendor risk assessments. This role focuses on analyzing and refining procurement processes, developing detailed requirements and specifications, and improving the staff experience when procuring software, hardware, and related services. The Analyst ensures vendor risk assessments are conducted as part of every procurement, supporting vendor risk assessments as needed, balancing both procurement efficiency and risk governance.
This position plays a key role in optimizing AdminIT's procurement of software, hardware, and services while ensuring alignment with organizational policies such as IS-3 (UC Information Security policy) and IS-12 (UC IT Recovery policy). The Analyst also collaborates with the central procurement office to coordinate approvals, maintain compliance, and align processes with broader organizational standards with a lens of continuous improvement.

Qualifications
Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position
* Minimum of 1 professional certification (e.g., Security+, SSCP, CRISC, or other similar credential) or equivalent of 1-year work experience, but not required.
* Bachelor's degree in related area and /or equivalent experience / training.
* Intermediate experience producing informational and instructional materials suitable for all levels of knowledge in a given subject.
* Experience with learning unfamiliar processes, translating knowledge into new logical contexts and drawing conclusions.
* Experience providing procurement workflow and support for enterprise systems.
* General understanding of procurement processes with a lens for improvements, refining and developing end to end workflows and executing on the defined process, operationally.
* Intermediate knowledge of managing third party vendor risk assessments, risk registers and cybersecurity practices, solutions, and processes.
* Strong writing skills with an ability to write technical documents such as system manuals, standards, and procedures. Strong analytical skills with the ability to collect, organize, analyze, and report data/metrics with attention to detail and accuracy.
Preferred Qualifications
* Relevant certifications related to GRC and Information Technology and Security are desirable, but not required.
* Some college or intermediate degree with a major in business, technology, communications or related field and/or an equivalent combination of education and experience.
* Experience in a Higher Education or Medical Center business environment, but not required.
* Proven experience establishing and maintaining professional interpersonal relationships.
* Ability to establish and maintain cooperative working relationships with peers, staff, faculty, the public, outside agencies and other higher education institutions.
* Demonstrated effective communication and interpersonal skills to communicate technical information to technical and non- technical personnel at various levels in the organization.
* Strong computer skills to use a variety of software programs including spreadsheet, databases, accounting, word processing and mail delivery programs in an electronic environment.
* Skills associated with analysis of processes and issues of moderate scope for procurement of products and services, third party risk management and system security.
* Demonstrated ability managing security operations, including cloud system monitoring and SIEM data analysis, to correlate data where vendor risk and vulnerabilities are identified and map these events to procurement process with the applicable vendors, to effectively manage procurement risk.
* Familiarity with IT security concepts and relevant governmental or institutional policies.

Department Overview
Administrative Information Technology is part of the Finance, Operations and Administration organization and manages a diverse end-to-end portfolio of technology services essential to the entire UC Davis campus including UC Davis Health System. The department leads and manages the portfolio of key IT and business process improvement projects that are implemented campus wide including the Medical Center. This technical position applies business process and analysis concepts and knowledge of department / unit policies and procedures to resolve a variety of business process problems. Incumbent works on business process issues of limited to moderate scope where evaluation of processes, procedures and data requires analysis using a variety of factors.

Work Environment
