Position Summary

The Senior Compliance Manager plays a key leadership role in ensuring Aeon's affordable housing portfolio meets all regulatory and program compliance requirements. This position oversees compliance operations across multiple funding sources, proactively identifying and mitigating risks while ensuring high standards of quality and efficiency.

The Senior Compliance Manager serves as a subject matter expert for Aeon's compliance policies, collaborating closely with Property Operations, Asset Management, and Development teams to ensure regulatory obligations are met and are integrated seamlessly into daily operations. This leader will also play a pivotal role in training, process improvement, and risk management to support Aeon's strategic goals and operational excellence. This position reports to Aeon's Senior Director of Administration and Compliance.

Essential functions include, but are not limited to:

Regulatory Compliance & Program Oversight



  • Ensure compliance with all affordable housing regulations, including LIHTC, HUD Section 8, HOME, Public Housing, RAD, and other applicable federal, state, and local programs.
  • Oversee income certifications, recertifications, and file audits to maintain regulatory compliance and mitigate risk.
  • Conduct internal audits and file reviews, identifying areas for improvement and ensure corrective action plans are implemented.
  • Serve as a liaison for compliance audits, regulatory agencies, investors, and syndicators, ensuring timely and accurate responses to compliance-related inquiries.



Training, Risk Management & Process Improvement



  • Develop and lead compliance training programs for site staff, leadership, and other stakeholders to ensure a strong culture of compliance and risk awareness.
  • Implement quality control measures and standardized processes across Aeon's portfolio to increase efficiency and accuracy in compliance operations.
  • Monitor regulatory changes and work with leadership to update policies, procedures, and training materials as needed.
  • Support fair housing compliance, ensuring that Aeon maintains best practices in equitable housing access and non-discrimination.



Collaboration & Leadership



  • Provide guidance and mentorship to compliance specialists and site teams, ensuring staff are well-supported in managing compliance responsibilities.
  • Work closely with Property Operations, Asset Management, and Development teams to integrate compliance strategies into property management and future project planning.
  • Partner with technology teams to enhance compliance tracking systems and leverage data analytics for improved decision-making.



Skills & Qualifications



  • 5+ years of experience in affordable housing compliance, with strong knowledge of LIHTC, HUD, and related regulatory programs.
  • 2+ years of leadership experience, including training, team guidance, and process improvement.
  • Proven expertise in federal, state, and local affordable housing regulations and fair housing laws.
  • Experience managing audits, working with external regulatory agencies, and implementing compliance programs.
  • Strong analytical, problem-solving, and decision-making skills.
  • Proficiency in compliance management software and property management systems (e.g., Fortress, Yardi, RealPage, or similar).
  • Certifications such as HCCP, COS, or C3P are preferred but not required.
  • Ability to understand business objectives, strategies and directions and ability to develop and implement action plans accordingly.
  • Effective at project management, implementation and follow through.
  • Ability to influence and collaborate internally and externally at all organizational levels.
  • Ability to individualize training and communication approaches to meet the needs and learning styles of a diverse staff.
  • Must have outstanding work ethic, be highly motivated, customer service-oriented and a self-starter.
  • Great interpersonal and problem-solving skills and can bridge technical and business stakeholders.
  • Ability to work on a variety of tasks simultaneously and consistently meet deadlines.
  • Must be a resourceful problem solver with attention to detail and a seeker of excellence who values results, hard work, customer service, and loyalty to Aeon's mission.

  • Valid drivers' license, reliable vehicle and vehicle insurance required.
  • Physical Requirements:

    • Ability to lift up to 10lbs.
    • Ability to reach above and below the shoulders.
    • Ability to sit and stand for extended periods of time.
    • Ability to tour properties including but not limited to inspecting grounds, hallways, stairwells, and apartment homes.
    • Ability to file, open and close file drawers, and enter data into a computer for extended periods of time.





Compensation, Hours & Location

This position has a range of pay of $75,000-$95,000 per year, depending on experience and skillset. Aeon offers an impressive benefit package that includes medical, dental, vision, life insurance, short-term and long-term disability, retirement plan, generous paid time off and an employee assistance program.

This full-time position offers mostly Monday-Friday, daytime hours. Typical work schedules are 8:30am-5pm, but there is some flexibility in these hours to accommodate the needs of the position and the staff person. Variations to this schedule may occur given the needs of the position.

This position requires regular on-site work at our properties throughout the Twin Cities as well as our Central Office and off-site training facilities. This position may office remotely from time-to-time. When working remotely, the candidate is required to travel to and from Aeon properties for urgent or unplanned matters and for regularly planned on-site visits, trainings, and meetings. As such, candidates must either currently reside in and around the Twin Cities metro area, or plan to relocate to accommodate regular planned and unplanned on-site needs.
