Description
Position Overview The Personnel Security Specialist supports the government program that efficiently and effectively processes the Defense Advanced Research Projects Agency (DARPA) employees for security clearances and access to both facilities and information. The program encompasses the collection and protection of personal history data, the review of that data to ensure its completeness, and the support and coordination for initial, periodic reinvestigations, special investigations, continued eligibility reviews, and adjudications by other agencies. The DARPA Personnel Security program ensures that all personnel meet the standards mandated by DoD Regulation 5200.2 to obtain and maintain a personnel security clearance and, if appropriate, accesses to SAP and SCI programs. The Personnel Security Specialist supports the DARPA SID in initiating appropriate investigative and administrative actions needed to ensure that DARPA and selected contractor personnel are efficiently and effectively processed for their security clearances and appropriate compartmented accesses. Duties shall include, but are not limited to the following:
- Collect and protect personal identifiable information (PII) IAW PII and Privacy guidelines.
- Review background information prior to an individual's information for final adjudication submission. This includes determining:
- The suitability of personnel for clearances and processing personnel for personnel security clearances by the collection of personal history data.
- The review of the information collected, the coordination of appropriate background investigations with appropriate agencies, and the maintenance of personnel security files.
- The review of completed case files and Personnel Security Questionnaires (PSQ's).
- Update appropriate personnel database(s), handle phone inquiries, and protect the dissemination of adverse information reports.
- Update appropriate personnel security databases, and visit certification systems within 24 hours of receipt of properly executed indoctrination agreements or visit certification forms.
- Compose, analyze, edit, QC, transmit, and track security requests and input data into appropriate personnel database(s).
- Conduct liaison with CAFs, DoD, and IC agencies to coordinate clearance issues.
- Update account authorizations for the appropriate personnel database(s).
- Assist in training new SID and DARPA personnel on procedures involving personnel security issues.
- Review personnel security packages and, when required, draft, and initiate staffing of waiver request documentation to appropriate security authorities.
- Prepare packages for MSO/SID government endorsement or disapproval of recommendations for waivers by an authoritative CAF.
- Attend meetings (either locally or out-of-area) and create meeting summaries or trip reports
- Prepare and submit meeting minutes on an as-required basis
- Prepare/present briefings, incorporating graphics (if appropriate) for/to SID and DARPA leaders
- Prepare various security forms associated with their duties
- Assist in entry control and perform escort duties for visitors
- Answer telephones and other modes of administrative communications in the performance of duties
- Perform self-inspections, identify security discrepancies, and report security incidents
- Perform, or support, security inspections, identify security discrepancies and prepare reports
- Perform courier duties within the continental United States (CONUS)
- Perform user-level security administrator and information security responsibilities as
- required and in compliance with US Codes, Executive Orders, and DoD and DARPA policy
- Perform objective reviews on all documentation encountered during performance of duties
Qualifications
Required Skills (Knowledge, Skills, Abilities)
- Thorough knowledge of multiple DoD and services security references, regulations, and instructions pertaining to personnel security, especially the NISPOM and DOD5202.07 Vol 2., also JAFAN experience is valued.
- Possess the energy, experience, and subject matter expertise to demonstrate sound judgment, foresight and problem solving skills in a fast-pace S&T RDT&E environment
- Possess excellent organizational and communication skills; demonstrating an ability to communicate, interact easily and effectively with a wide variety of individuals and echelons in both written and verbal forms
- Possess excellent research and data-gathering skills with an ability to interpret/analyze complex information within operational Research & Development (R&D) / S&T environments
- Work independently, as well as in a team environment, within the bounds and guidelines of the organization
Clearance
- Minimum of active Top Secret (TS)
- TS/SCI strongly desired
- Subject to a random counter-intelligence scope polygraphs as a condition of access eligibility.
Years of Experience/Education Requirements
- Associate degree with 4 years of related experience, or no degree with a minimum of 8 years' experience in personnel security.
Certification Requirements
- Certification required upon Successful completion of the Director of National Intelligence (DNI) Intelligence Community Directive 704, Adjudications Seminar, after successfully completing the on- line course.
- Successfully complete the required training on the Defense Management Data Center (DMDC) website for Verifying Official in order to operate and issue Common Access Card equipment within 10 business days of hire
- Must successfully complete the CDSE on line training for Electronic Questionnaires for Investigations Processing (e-QIP) within 30 calendar days of hire
- Must successfully complete the CDSE on line training for DISS within 10 days of hire
- Must successfully complete the CDSE on line training Introduction to DoD Personnel Security Adjudication PS001.18 within 60 days of hire
