Job Description:

Responsibilities

The Public Health Representative III will work in the Respiratory Surveillance Unit within the Quality Improvement and Performance Management Program of the Bureau of Communicable Disease Control. The Public Health Representative III will support statewide coordination of disease detection and surveillance, investigation, and control activities as part of the CDC-funded Epidemiology and Laboratory Capacity (ELC) Program. Additionally, responsibilities include coordinating activities associated with the Influenza-like Illness Surveillance Network (ILINet), the National Respiratory Enteric Viral Surveillance Network (NREVSS) surveillance, and to aid in the development of a NYS laboratory surveillance network to support submission of respiratory specimens to the NYS Public Health Laboratory. The Public Health Representative III will conduct outreach to recruit health care providers and laboratories, help to ensure timely and accurate reporting of data, and coordinate specimen shipments. The Public Health Representative III will analyze data, develop reports, summaries, health advisories and informational messages, publications, abstracts for presentations and ensure compliance of grant deliverables. The Public Health Representative III will collaborate with subject matter experts on respiratory disease surveillance activities and provide support with outbreak response efforts. The Public Health Representative III will supervise staff and perform routine respiratory disease surveillance activities.

Minimum Qualifications

A Bachelor's degree in a related field and two years of relevant experience in a health, human service or community-based organization, that includes providing direct patient/client services, performing regulatory activities, conducting epidemiological research, and/or direct clinical care as a healthcare provider, or closely related experience; OR an Associate's degree in a related field and four years of such experience; OR six years of such experience. A Master's degree in a related field may substitute for one year of experience.

Preferred Qualifications

Graduate degree in a related field. Three years of experience of relevant work experience in communicable disease surveillance or evaluation activities. Working knowledge of public health surveillance systems and electronic laboratory reporting systems. Demonstrated ability to establish priorities within assigned projects; organize, consolidate, and prepare narrative and numerical information into clear, logical reports; analyze written and published program material and draw conclusions concerning its impact. Demonstrated experience presenting information and developing written materials such as reports, abstracts publications. Experience using computer software such as Microsoft Word, Excel, and Access and statistical programs such as SAS. Strong oral and written communication and interpersonal skills. Demonstrated ability to work in both a team environment and independently.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, up to 25% of the time, will be required.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire. Telecommuting will be available.
