DETAILED JOB DESCRIPTION

Provide leadership and direction in the areas of Financial Clearance, the Medicaid application processes, and authorizations for uncompensated care self-pay collections. Act as liaison between Financial Clearance, physicians, hospital staff, the public, and private third-party reimbursement agencies to resolve operational problems and allow for better integrations between University Physicians (UP) and hospital financial services for patients.

Interview, select, train, evaluate, and counsel staff; monitor trends to ensure sufficient staffing to provide appropriate levels of service to patients; ensure compliance with policies, procedures, and rules governing public assistance programs. Develop strategies for long-range planning for addressing the needs of the underinsured and non-insured patient populations. Collaborate with internal departments as well as community and state agencies. Serve as a resource to staff, students, patients, and the community regarding charity care and state income programs.

Negotiate with payers to resolve financial barriers to service, resolve issues related to self-pay patients, and interface with external agencies in the assessment of resources and delivery of care. Maintain current knowledge of third-party payers' regulations and initiate corrective actions for the hospital to comply with participation in Federal and State programs.

Oversee staff working with patients to determine insurance coverage, assist patients who need coverage with other programs, and advise them of personal, out-of-pocket expenses.

Participate on committees and serve as MU Health Care liaison with State Departments of MO Health Net & Missouri Department of Family Services. Prepare annual budget and monitor revenue/expenditures during the year, achieve departmental and organizational goals, ensure optimal outcomes for the department, and develop and monitor workload standards and staff productivity.

Oversee the development, coordination, and maintenance of daily staffing schedules to ensure the appropriate level of coverage and continuity of care across units. Direct the implementation and oversight of MU Health Care time and attendance policies and practices.

May complete unit/department-specific duties and expectations as outlined in department documents.

REQUIRED QUALIFICATIONS

Bachelor's degree in social work, health services administration, family services, or financial planning, or a closely related degree area, or an equivalent combination of education and experience from which comparable knowledge, skills and abilities can be acquired.

Four (4) years of healthcare setting experience. Three (3) years must be in healthcare management, finance, or revenue cycle experience.

PREFERRED QUALIFICATIONS

Licensure by the State of Missouri in relevant professional or clinical field.

Additional license/certification requirements as determined by the hiring department.
