THOR Solutions, LLC is actively seeking a highly motivated and detail-oriented individual to join our dynamic business development (BD) team as a Proposal Coordinator/Developer. THOR Solutions is a government contractor operating primarily in the Navy, Coast Guard, and other DoD/Federal spaces. The successful candidate will play a critical role in leading opportunity capture and proposal writing efforts, working with existing THOR BD personnel and other internal and external stakeholders. Working for THOR's BD manager, they will coordinate closely with THOR capture managers to maintain/update a pipeline. They will lead development and coordination efforts for proposal content creation both prior to and after release of government RFQs/RFPs. This position requires a proactive individual with exceptional attention to detail, strong organizational skills, and who can effectively collaborate with teammates to ensure the successful continuation of THOR's business development and growth.

Typical Responsibilities:
  • Overall Proposal Coordination: Working closely with operation Capture Managers to lead the development and submission of proposals, ensuring compliance with solicitation requirements. Coordinate with cross-functional teams and external partners to gather inputs and integrate them into cohesive proposals. Manage proposal timelines and deliverables to ensure timely submission.
  • Proposal Development/Technical Writing: Prepare clear, concise, and compelling technical documents and proposals. Ensure all written materials meet government and THOR standards for quality and consistency. Collaborate with subject matter experts to gather necessary information for proposal content.
  • Capture Planning and Preparation: Work with BD and capture personnel to analyze and develop contract opportunities. Establish preliminary capture schedules, analyze prior proposals/contracts, and develop draft content to help frontload proposal development tasking.
  • Data Maintenance and Analytics: Collect, analyze, and interpret data to support business development and capture strategies. Develop data-driven insights to identify trends and opportunities for growth. Maintain and update various databases, software, and tools to ensure accurate and timely information is available for decision-making.
  • Meeting Participation: Lead or attend internal and external meetings to gather information and provide updates on proposal development. Document meeting outcomes and follow up on action items to ensure progress is tracked and communicated.
  • Collaboration: Work closely with teammates to brainstorm and develop innovative solutions for proposals. Foster a collaborative environment to enhance team performance and proposal success.

Location: Onsite at THOR's office in Virginia Beach, VA. May be some limited "local remote"/telework flexibility.

Travel:Periodic travel to THOR worksites, and limited travel to other partner locations and government customer locations within the United States.

Typical Physical Activity: Desk/computer work in an office environment. May involve: repetitive motion.

Security Clearance Eligibility Required:This position requires a DoD Secret security clearance. A qualified candidate must either already possess an active or interim Secret security clearance (preferred); OR be eligible for a Secret security clearance upon hire.

Typical Knowledge, Skills, and Abilities:
  • Bachelor's degree in a business, communication or STEM field.
    • In lieu of a bachelor's degree, additional years of highly relevant experience and/or other pertinent professional credentials may be considered.
  • At least (5) years of recent, relevant experience. Examples of ideal experience include:
    • Proposal development, technical writing, and/or capture management for US Navy, Coast Guard, or other DoD or Federal contracts.
    • Military service with the US Navy, such as a Surface Warfare Officer (SWO) Division Officer (DO) or Department Head (DH).
    • Contract experience for Navy, Coast Guard, or other DoD or Federal contracts, such as a Contracting Officer's Representative (COR).
  • Familiarity with government solicitation processes and requirements.
  • Proven experience in data analytics, technical writing, and proposal development.
  • Strong analytical skills with the ability to interpret complex data sets.
  • Excellent communication and writing skills.
  • Ability to work both independently and as part of a team in a fast-paced environment.
  • Proficiency with software and tools for:
    • Proposal management, BD pipeline, and opportunity tracking
    • Business development tools
    • Proposal writing
    • Data analysis
    • Common productivity software including the Microsoft Office suite
