Position Summary

The Test & Evaluation Lead Manager (TEL) is responsible for developing, implementing, and managing the program Testing Philosophy and Test Plan. The TEL ensures successful execution of tests, supervising the project team, and supporting the change management process as it pertains to the Program Test Plan. As a TEL at Oceaneering, you will have a hands-on role, directly involved in the testing processes for our cutting-edge technologies and systems. From planning and executing test programs to analyzing results and driving continuous improvement, you will ensure that our products meet the highest standards of quality and performance. Your expertise in test strategy development, team leadership, and collaboration will be essential in delivering exceptional results

Duties & Responsibilities

ESSENTIAL:

* Manage projects consistent with Oceaneering values and guidelines with respect to safety, quality, and business ethics.

* Lead a diverse team of APMs, engineers, logisticians, subcontractors/consultants, Technician, administrative and other personnel, and assigns tasks as guided by the project test plan; setting, communicating, and maintaining clear expectations.

* Understand, track, and ensure successful completion CLIN-0002 Award Fee Criteria and evaluation as appropriate for qualification testing.

* Recommend sequences for actions, procurement and purchases and coordinates necessary meetings to ensure the timely delivery of products and services. Facilitate work across project teams, develop a project schedule, lead meetings to track progress, manages and mitigates project risks, troubleshoots problems as they arise, and directly manages assigned component projects and develop solutions to barriers and challenges to success in order to deliver projects on time, within budget and scope, and with a keen focus on effective and consistent communication.

* Interface and collaborate with key stakeholders throughout the development, planning and execution of testing (all levels up through RVTM). Autonomously assess the need for disseminating and retrieving pertinent information and communicate with all organizational levels as necessary.

* Apply knowledge of personal competencies of communication, leadership, management, cognitive abilities, effectiveness, and professionalism to lead the program test team in meeting the project objectives.

* Ensure that program test goals and objectives remain aligned with the overall Program objectives. Constant consideration to change management and risk management principles is paramount.

* Decide on suitable test strategies and objectives.

* Coordinate intra-project activities related to testing.

* Lead and evaluate project managers and other staff associated with testing.

* Develop and control deadlines, budgets and activities for testing.

* Apply change, risk, and resource management.

* Assume responsibility for the program's people and vendors.

* Resolve projects' higher scope issues.

* Prepare reports for program leadership.

* Work with Functional Managers to manage assignments and resolve conflicts.

* Support the company's objective of continuous improvement by reviewing, incorporating and contributing to lessons learned, and suggesting changes to process and procedure in order to improve the quality, efficiency and effectiveness of program execution.

* Ensure that team members meet deadlines, and task budgets.

* Produce various documentation deliverables including status reports, action item lists, etc.

* Coordinate procurement activities as necessary; duties may include collating vendor quotations, generating requisitions, and tracking purchase orders throughout the project.

* Some travel will be required.

* Additional duties as assigned.

Qualifications

REQUIRED

* Bachelor Degree required. Equivalent work experience may be considered in lieu of degree.

* Minimum ten years of relevant work experience.

* Knowledge of EVMS, MS Project, Contract Comprehension, FAR/DFAR.

* Pg MP/CAPM Certification or achieve within 3 years.

* Ability to obtain/maintain security clearance.

* Strong interpersonal skills.

* Ability to interact with customer representatives.

* Ability to support technical reviews of various documentation and other project deliverables.

* Strong written and verbal communication skills.

* Ability to prioritize and balance multiple tasks and work independently.

* Strong skills in Excel and other Microsoft Office products.

* Must be a U.S. citizen who is not a dual citizen of any other country.

Additional Information

This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.

We offer a comprehensive and competitive benefits package. Annualized pay rate for this position is $127500 to $172500.
