Working closely with the Water Resources Manager, this position has three primary functions that require it to partner with departments across the city:



  • Actively manage Peoria's water resources portfolio to ensure current operational demands are met;
  • Ensure Peoria remains compliant with water resources-related contracts and regulations; and
  • Advise department and city leadership on actions that support maintaining the sustainability of Peoria's water resources


In performing these functions, the Water Resources Advisor is responsible for activities such as:



  • Representing Peoria's water resources interests in a number of regional stakeholder groups
  • Leading ad hoc projects prioritized by the city or department e.g., permit renewals, new contracts, ordinance implementation
  • Developing, tracking, and communicating the annual water supply financial budget
  • Developing monthly and annual water supply orders and tracking performance
  • Compiling and submitting monthly, quarterly, and annual reports required by contracts and regulations
  • Researching, interpreting, and communicating regulatory and contractual requirements, and legislative proposals
  • Collecting and preparing historical data and conducting supply and demand forecasts and other resources planning activities


As a member of a small team, the Water Resources Advisor builds and maintains relationships with peer utilities and other water industry organizations to gather and share information.

The ideal candidate for this position will have:



  • An eye for detail and believes details matter
  • Experience with Arizona water law and water resources regulatory structures
  • Experience with or knowledge of water utility operations
  • Self-organization and a high level of motivation to consistently produce excellent work
  • Comfort in frequently switching between a wide range of subjects
  • Proficiency in Microsoft Excel, writing issue memos, and presenting to City Council
  • A solution-oriented mindset, asking "how can we make this work?" rather than "it won't work because"
  • A strong inclination towards numbers (budgets, performance metrics, quantification)
  • The ability to advocate for the City of Peoria in a respectful and friendly manner

Education:



  • Bachelor's degree in engineering, Hydrology, Geology, Environmental Planning, Water Policy Law, or related field. An equivalent combination of education and experience may substitute for the degree requirement.


Experience:



  • Minimum of five years related experience. Requires broad knowledge of groundwater and surface water resources, water law and rights, Federal and State regulations and policies, and water economics and utility production principles.


Preferred/Desirable Qualifications:



  • Experience in a municipal or government setting or in consulting to
    governmental agencies on water planning issues.
  • Excellent written and oral communication skills.
  • Arizona Registered Geologist or Professional Engineer License.
