INL is seeking a multifaceted Counter-Intelligence Officer (CIO) to support an effective and compliant Counterintelligence (CI) Program which protects the Laboratory and other Department of Energy (DOE) sites/facilities from hostile foreign intelligence and international terrorism threats. In this role you will detect, deter, and neutralize foreign industrial, intelligence, terror, and insider threat activities directed.

Responsibilities Include:



  • Conduct highly professional Counterintelligence (CI), Counter Terrorism (CT) and Insider Threat (IT) investigations, inquiries, and assessments.
  • Work closely with the Federal Bureau of Investigation (FBI), DOE CI headquarters elements and the United States Intelligence Community (USIC) to detect, deter, and mitigate threats focused on Idaho National Laboratory (INL) entities, assets, and personnel.
  • Make sound judgments and decisions in developing counterintelligence initiatives and investigative priorities grounded in applicable laws, policies, and orders.
  • Serve as an interface and liaison with local, state, and federal intelligence and law enforcement agencies or other applicable government departments.
  • Effectively craft and deliver counterintelligence related briefings and debriefings to INL personnel.
  • Conduct counterintelligence investigations, inquiries, and assessments consistent with applicable laws, statues, orders, and directives.
  • Enhance strategic partnerships and maintain close working relationships with INL departments and federal site office representatives.
  • Utilize CI expertise, analytical products, and interpersonal skills to brief and debrief INL travelers to foreign countries of interest.
  • Document all activities per DOE CI headquarters instruction on the internal classified information network.

Qualifications

Minimum Requirements:



  • Bachelor's degree and 9 years of experience. Master's degree and 6 years of experience. PhD and 4 years of experience.
  • Bachelor's degree and 14 years of experience. Master's degree and 8 years of experience. PhD and 6 years of experience.
  • Must be a US citizen and able to obtain a DOE security clearance at the Q/SCI levels. Individual is subject to a random CI scope polygraph examination.
  • A comprehensive understanding of applicable laws, orders, guidelines, directives, policies, and procedures related to all CI activities.
  • Advanced interviewing and elicitation skills as well as demonstrated evidence of excellent oral and written communication skills.
  • Functional computer literacy and proficient in common computer applications and network applications.
  • Experience in providing CI support to Technology Protection.
  • Experience in conducting CI due diligence activities to assess risk in programs, personnel, and technologies.


Preferred Experience:



  • Advanced degree from an accredited university or college, fields such as law, national security, or international relations.
  • Graduate from a USIC accredited CI training program for special agents, case officers, etc.
  • Preference given to candidates with a minimum of fifteen (15) years of experience as a CI officer or special agent conducting CI program activities to include sensitive inquiries or espionage investigations.
  • Preference will be given to candidate with expertise or advanced knowledge of foreign intelligence threats/methodologies targeting US Government, DOE, and Private Industry critical equities.


Job Information:



  • The pay range for this position is: Level 4 ($111,888 - $229,284) / Level 5 ($134,124 - $275,136). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
  • Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.
