Overview

Nakupuna Consulting is seeking a Data Analyst with Artificial Intelligence experience to join our team of consultants providing professional services to the Defense POW/MIA Accounting Agency (DPAA) Information Technology Directorate. The Data Analyst will work directly with DPAA's Chief Information Officer (CIO) to effectively transform raw data into meaningful insights, shaping business decisions thereby supporting strategic initiatives for the client. Utilizing business intelligence tools, the Data Analyst will consolidate data, build data models, and present findings in compelling ways. In addition, the Data Analyst will provide the customer training and guidance around selecting AI technology tools and implementing AI technology. This role will also require general oversight of compliance needs across the customer's IT Division: thus, experience with analyzing datasets for anomaly detection, fraud detection, and risk assessments are highly desirable. The best candidate for this role will be capable of polished, confident, and effective communication with executive level customers, as well as be someone who can self-organize, follow-through, and report on multiple parallel work streams.



Responsibilities

    Lead the development of data models and dashboards using Power BI as the primary analytics platform, ensuring alignment with the organization's data strategy before considering external tools.
  • Interpret high-level, executive-stakeholder data calls and initiatives into actionable requirements.
  • Work with stakeholders, technicians, and other agencies to collect required data.
  • Organize complex datasets into dashboards, graphs, or other reporting types to deliver insights for users.
  • Provide technical support to inquiries including but not limited to troubleshooting data refresh issues, triaging new feature requests, and managing user report access.
  • Develop and maintain documentation including Standard Operating Procedures (SOPs), diagrams, user guides, and presentations.
  • Perform root cause analysis on processes and data to identify opportunities for improvement.
  • Monitor and analyze key performance indicators (KPIs) to ensure goals are achieved.
  • Use advanced mathematical and statistical methods to identify patterns and trends in complex datasets.
  • Leverage machine learning (ML) and artificial intelligence (AI) techniques to construct predictive analytics models.
  • Advise stakeholders on AI-driven data strategies, including the use of AWS AI tools and Power BI AI capabilities, to enhance compliance, anomaly detection, and content management.
  • Advise customer in their journey to adopt AI technology.


Qualifications

Skills/Qualifications: Excellent technical, organizational, decision-making, analytical, and planning skills. Effective communicator who takes initiative and the ability to adapt to dynamic environments. In addition, the following technical skills are needed:

Required

  • Demonstrated proficiency creating, maintaining, and connecting to Microsoft SharePoint lists or other similar data sources.
  • Experience with Microsoft Power BI that includes data modeling, DAX (Data Analysis Expressions), and constructing visualizations.
  • Strong knowledge of Microsoft Office with specific emphasis on Access, Excel, and advanced functions.

Desired

  • Experience working with structured and unstructured data and query languages such as MySQL, PostgreSQL, or Elasticsearch.
  • Experience with AWS AI/ML tools such as Amazon SageMaker, Comprehend, or Textract for analyzing structured and unstructured data.
  • Familiar with programming language or machine learning such as Python or R.
  • Anomaly detection in financial and operational data.
  • Ensuring data integrity and compliance with federal regulations.
  • Experience with risk management and fraud detection methodologies.
  • Solid understanding of SQL (Structured Query Language) for data manipulation and analysis is highly desired.

Education/Experience: Bachelor's degree in a technical major from an accredited institution as well as a minimum of (6) six years of relevant professional experience. Equivalent years of related work or military experience in lieu of degree will also be considered.

A background in finance, accounting, or auditing with CPA certification or equivalent experience in compliance-focused data analytics.

Required:

  • Active IAT II Certification (CCNA Security, CSA+, GICSP, GSEC, Security+ CE, and/or SSCP)

Nice to have:

  • Microsoft Certified Power BI Data Analyst Associate
  • AWS Machine Learning Engineer or Data Engineer Certification

Clearance: Must currently have at least a Top-Secret level security clearance. Must be a U.S. citizen.

Work Locations: Client site is in Crystal City, Virginia. This role requires four days per week onsite. Travel to Honolulu, Hawaii may be required approximately one week per year.
