Overview:

We are seeking a Chief Engineer who will serve as a technical advisor and resource for the management system owner (MSO) for engineering requirements and programs, the senior management, mission projects, and mission support organizations. The Chief Engineer position is a driving and integrating force for ORNL's decentralized conduct of engineering. This position ensures engineering requirements are appropriate and clear, provides implementation guidance, and supports assurance activities.

The Chief Engineer will also serve as the Building Code Official and work to further mature the building code official function across all UT-Battelle managed facilities.

This position resides in the Engineering Management Division within the Environment, Safety, Health and Quality Directorate at Oak Ridge National Laboratory (ORNL) and will report to the Division Director for the Engineering Management Division.

Major Duties/Responsibilities:

  • Serve as a key technical advisor to the management system owner (MSO) for engineering requirements and programs.

  • Serve as a primary technical reviewer of new or revised regulations which impact engineering requirements at ORNL. This includes DOE directives and applicable industry codes and standards.

  • Manage the Authority Having Jurisdiction (AHJ) process which includes appointing, qualifying, and supporting the AHJs for fire protection and electrical.

  • Qualify, designate, and support design authority representatives across UT-Battelle mission and mission support organizations.

  • Possess experience with a range of industry codes and standards applicable to DOE missions such as the I-Codes, NFPA, ASME, etc.

  • Serve as the UT-Battelle Building Code Official to the extent assigned from the DOE ORNL Site Office Manager.

  • Lead or serve on teams which conduct engineering analyses, investigations, effectiveness reviews, etc.

  • Represent UT-Battelle with external engineering-related entities such as the Battelle-affiliated Chief Engineers working group, EFCOG, etc.

  • Prepare and issue formal engineering-related Records of Decision.

Basic Qualifications:

  • A BS degree in an ABET accredited engineering degree (e.g., B.S. in Mechanical Engineering).

  • Licensed Professional Engineer (by exam).

  • A minimum of 15 years of experience in the conduct of engineering including the application of engineering requirements with an understanding of risk and the effective use of graded approach.

  • Experience with engineering design and application of the building code.

  • Documented experience in leadership roles related to engineering.

  • Possess or have the ability to obtain a PE license in the State of Tennessee.

Preferred Qualifications:

  • Documented experience and demonstrated success with engineering teams across organizational boundaries.

  • Documented experience in a federally regulated environment.

  • Documented experience with nuclear-related facilities and operations.

  • Ability to obtain certification as a Building Code Official from the International Code Council (ICC) within six months of reporting to work.

  • Working experience with engineering-related DOE regulations.

  • Experience with some or all of the following subject areas is considered a plus (Engineering design, configuration management, pressure system safety, welding, fire protection, system safety, electrical installation approvals, ventilation and local exhaust).

  • Experience in the preparation of Records of Decision in support of company positions, equivalent approaches, and alternative methods.

  • Experience with formal investigations, extent of condition assessments, corrective action planning, and effectiveness reviews.

  • Experience with conducting assessments of engineering programs and processes.

  • A M.S. degree in an ABET accredited engineering degree (e.g., M.S. in Mechanical Engineering).

  • Excellent written and oral communication skills.

  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Special Requirements:

  • Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.

  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

  • Visa Sponsorship: Visa sponsorship is not available for this position.
