Job Summary and Responsibilities

The Program Manager role will oversee that operational functions are performed to the highest standards to strengthen and maintain relationships with customers and meet deliverable requirements of the Reentry Program (Pre and Post release carceral program). A primary focus is to maintain high standards in program performance to ensure contract requirements are met successfully. Potential onsite carceral visits and potential community field-based visits up to 50% of role, otherwise remote.

Job Responsibilities:

  • Effectively directs program through objectives and goals assigned for contract compliance. Monitors metrics and daily operations to ensure success.
  • Collaborates with program leaders, including medical director, management teams, and corporate support teams to improve processes, determine training needs and improvement opportunities. Assists in budget review and management.
  • Works with management and corporate team for the enhancement of the RFP, new RFP cycles and related new business.
  • Assesses all systems, including contract, policy and procedure, workflow, etc., continually to ensure a high level of customer satisfaction to all stakeholders.
  • Collaborates with management team to create an organizational structure that will ensure effective processes and work designs.
  • Assists in determining development opportunities for staff and teams.
  • Ability to provide supervision to staff that ensures excellent customer satisfaction.
  • Provide ongoing monitoring and supervision to meet contract deliverables for all operations.
  • Provide data analysis and reporting that meets the contractor's goals of quality care and cost effectiveness in a timely manner.
  • Read, understand, and adhere to all corporate policies including policies related to HIPAA and its Privacy and Security Rules."

Qualifications

Required Experience:

  • Requires a bachelor's degree from an accredited college or university and 5 - 10 years of relevant experience in program operations; or, an equivalent combination of education and experience.
  • 3+ years experience as a supervisor or manager in a relevant program or field (such as social services, carceral services, healthcare operations)
  • 1+ years Carceral experience in a capacity providing behavioral health services, health care, social services, peer support, or other relevant experience

  • Familiarity with Medicaid and the Oregon Health Plan.
  • If clinical background, must have appropriate Oregon licensure, i.e., Oregon certified Community Health Worker (CHW), Registered Nurse (RN), Licensed Clinical Social Worker (LCSW Or QMHP),
  • Proficiency with Microsoft office products
  • Knowledge or Experience Care Coordination, Case Management, or Case Work
  • Must be able to pass background checks, and drug tests for onsite visits.
  • Must have ability to drive within the state of Oregon
  • Must reside in Oregon: (Examples; Medford, OR, Bend, OR, Eugene, OR, Portland, OR, Hood River, OR, Hermiston, OR, Ontario, OR, Salem, OR, Burns, OR) or a bordering geography (Examples: Longview, WA, Richland, WA, Vancouver, WA, Boise, ID, Nampa, ID, Payette, ID, Caldwell, ID, Pasco, WA, Kennewick, WA, Goldendale, WA)

Preferred Experience:

  • Knowledge or Experience with a multidisciplinary team approach
  • Military or Law Enforcement experience a plus
