DESCRIPTION OF WORK

As an Environmental Engineer Trainee, you will engage in a comprehensive one-year training program that combines formal education with practical on-the-job experience. This program is designed to equip you with the necessary skills and knowledge to fulfill the responsibilities of an Environmental Engineer Specialist effectively.

In this role, you will be responsible for the evaluation of applications for National Pollutant Discharge Elimination System (NPDES) permits mandated by the Clean Water Act for the discharge of treated wastewater into Pennsylvania waterways. Your responsibilities will also include assessing plans and specifications submitted by applicants seeking permits under the Pennsylvania Clean Streams Law, which encompasses large sewer systems, pump stations, force mains, sewage treatment facilities, and industrial waste treatment plants.

Furthermore, you will be tasked with communicating the department's policies through direct interactions and phone consultations. This includes providing information on permits, stormwater management, combined sewer overflows, fundamental principles of whole effluent toxicity testing, the total residual chlorine policy, water quality standards, various general permits, special protection water procedures, the toxics strategy, and any other relevant policies and procedures currently in effect or assigned to the permits section.

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Wilkes-Barre.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $64,861.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year of experience in environmental engineering, and possession of a valid Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • A bachelor's degree in environmental engineering, or in any engineering field that includes or is supplemented by 9 credits in environmental engineering.
  • Applicants will be considered to have met the educational requirements once they are within three 3 months of graduating with a qualifying degree/credits.
