The Department of Housing's (DOH) mission is to expand housing access and choice and to ensure every Chicagoan has access to quality homes that are affordable, safe, and healthy. The Department pursues this mission in many ways, including investing in affordable housing developments, supporting low-income homeowners, and reinvesting in disinvested communities.

The Bureau of Planning, Research, and Legislative Affairs (or Policy Bureau) within DOH manages a wide range of initiatives to promote the Department's mission. The Bureau focuses on developing new policies and programs, engaging with City Council and external stakeholders to advance the department's mission through legislation, and engaging in research and data analysis to maintain a data-driven approach the department's work.

The Policy Bureau seeks to fill two (2) newly established City Planner V vacancies to enhance the department's ability to contribute to planning efforts in the department and beyond. The City Planner V performs professional urban planning of a complex nature, typically requiring the coordination of projects relating to the development and revitalization of communities, and performs related duties as required. The City Planner V will have the opportunity to (a) engage in city-wide and neighborhood planning efforts led by the Department of Planning & Development and other City departments to provide expertise and input related to housing issues; (b) assist in pre-development activities related to priority parcels for housing development, especially City-owned land; (c) identify and develop opportunities too improve local municipal legislation and zoning code to promote fair housing and ease burdens associated with housing development; (d) collect, analyze, and present data related to housing markets, affordability, housing supply/demand gaps, and more; and (e) engage with community members, community organizations, and elected officials

ESSENTIAL DUTIES

* Participates in and coordinates the conduct of planning surveys and studies and the completion of planning reports detailing social and economic trends and their impact on current and future resources

* Evaluates development project proposals submitted by private consultants and public agencies for conformity with City development goals and objectives, governmental regulations, and funding eligibility

* Prepares project summary reports for review by City Council committees

* Works with operating City departments, governmental agencies, and private consultants on major planning and policy studies

* Prepares grant applications, proposals, and preliminary budgets for planning projects

* Reviews and interprets state and federal legislation pertaining to planning programs and prepares position papers for managements review

* Represents the department at community forums, civic and business organization meetings, and conferences to discuss planning activities and projects

* Provides technical assistance to community organizations, delegate agencies, and developers concerning planning and development projects and related work plans

* Serves as project manager for planning projects to ensure compliance with specifications and governmental regulations, as required

* May provide direction to junior level staff

Days: Monday - Friday

Hours: 9:00am - 5:00pm

Qualifications

MINIMUM QUALIFICATIONS

* Graduation from an accredited college or university with a Bachelor's degree in Urban Planning, Urban Design, Architecture, Landscape Architecture, Transportation Planning, or a directly related field, plus five (5) years of planning work experience; OR

* Graduation from an accredited college or university with a Master's degree in Urban Planning, Urban Design, Architecture, Landscape Architecture, Transportation Planning, or a directly related field, plus four (4) years of planning work experience

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
