As the Toll Road Control Room Supervisor, you will ensure the smooth operation of the Dulles Toll Road (DTR) by supervising daily roadway operations, communications and proper toll system operation.

Serves at the Dulles Toll Road (DTR) Office in McLean, VA.

Directly and through subordinate staff, ensures that the toll revenue collection system and road operation functions of the DTR Control Room operate effectively 24/7. Serves as COTR for maintenance service contracts. Prepares or reviews Statements of Work, tracks contractor progress, certifies invoices for payment, and researches other technical requirements. Performs related functions.

GENERAL RESPONSIBILITIES

Ensures complete briefings between incoming and outgoing Control Room Operators (Operators). Coordinates knowledge transfer with other DTR supervisors and management about operations, including lane closures, system issues, snow event coordination and toll system vendor work.

Establishes Control Room goals and training assignments with Manager and ensures effective key control on shift.

Uses the DTR Traffic Management System (TMS) to monitor all revenue collection points and slip ramp gate operation. .

Maintains awareness of the status of DTR equipment, traffic, and weather conditions and ensures that the TMS remains operational. Investigates TMS issues and performs or seeks assistance for remedial actions.

Responds to or sends responders to any activity needing resources along the DTR. Coordinates with the Workorder desk, Airport Operations Center (AOC), Safety Service Patrol (SSP), Police and Fire departments.

Assists DTR staff, road maintenance contractors and toll system vendor technicians with recording lane openings and closings..

Oversees the recordation of all information called into the Control Room to ensure that it is up to date, correct and disseminated to management.

Supervises Operators, completing all Workday related functions to include timesheet entries and leave requests. Prepares Operator schedule and finds coverage for absences.

Completes accident/incident reports and notifies SSP/Washington Dulles International Airport (IAD) Police of situations warranting investigation.

Approves and coordinates Lane Closure Requests. Inputs closures into the TMS and distributes information to all involved parties at the DTR.

Develops and maintains logs, spreadsheets, and dashboards for Operator activities such as call-ins, work zone permits, incident reports accidents and related snow event documentation. Acts as point of contact for all Maximo users and trainers.

Performs as Operator in case of staff shortages or emergencies.

Acts as expert on the TMS and TMS related functions such as lane auditing for patterns and issues. Ensures that staff audits are completed.

Performs operator maintenance on the TMS, multi-channel radios, telephones, computers, and other Control Room equipment. Documents equipment malfunctions, coordinates repairs and maintenance with technicians and maintenance staff.

Serves as Contracting Officer's Technical Representative (COTR) on assigned maintenance service contracts.Prepares or reviews Statements of Work, tracks contractor progress, and certifies invoices for payment, and researches other technical requirements.

Prepares for and develops maintenance service contracts and decision support information for outsourcing feasibility evaluations and specific contracts, to include pricing structure and costs, quality assurance, timing, etc.

Coordinates solicitation and contract documents for comment; reviews and addresses comments, and comments and modifies solicitation and contract documents; serves as evaluation committee chair for assigned contracts.

Develops proposed budgets for contracts; prepares and manages technical aspects and pricing structure of contracts. Tracks status of funds against annual budget and contracting authority and reconciles data with accounting and budget departments quarterly.

Advises Manager on the Control Room's budget for inclusion in the Departmental budget and proposals for Control Room equipment.

Develops and maintains logs, spreadsheets, and dashboards for Control Room activities such as call-ins, work zone permits, incident reports, and accidents.

Performs other duties as assigned.

QUALIFICATIONS

Three years of progressively responsible experience in a control room setting/operation including prioritizing work within clear guidelines in a busy environment.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Ability to monitor contracted services and serve as a COTR.

Ability to perform Control Room operations using VDOT policies and procedures regarding lane or road closures.

Ability to develop and implement Control Room operations policies and procedures.

Knowledge of and ability to apply generally accepted communication procedures and radio terminology to effectively monitor the toll booths and lanes and coordinate responses with other units as necessary.

Ability to communicate complex, urgent, and technical information with others and make decisions in an emergency.

Ability to perform detailed analyses of data and information and make recommendations for an immediate solution.

Ability to speak and write effectively.

Ability to use a computer and modern office suite software, with emphasis on specialized systems/software for control room operations and safety management.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

PREFERRED QUALIFICATIONS

Experience in traffic management and toll road operations.

Experience in a high-volume communications center.

Previous Supervisory Experience.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Uses written materials, pictorial displays, visual displays, electronic devices, and hearing to attend to multiple inputs and produce multiple outputs concurrently.

Must complete and maintain COTR training.

Is subject to job pressures during peak periods and emergencies.

Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

A background security investigation will be required for all new hires.
