Overview

MasTec Civil is hiring a Payroll & Compliance Specialist. This role is responsible for assisting in the day-to-day accounting functions of MasTec Civil and related companies, including establishing and maintaining principles, practices, procedures and initiatives.

Responsibilities

ESSENTIAL JOB FUNCTIONS:

PAYROLL

    Review and validate employee timesheets for correct pay time, pay type, ensuring proper job costing, project allocations, and compliance with prevailing wage requirements.
  • Prepare and submit certified payroll reports for government-funded projects in compliance with Davis-Bacon Act and state prevailing wage laws.
  • Assist in the calculation and processing of payroll taxes, deductions, garnishments, and benefits (fringes, allowances, PTO, holiday, etc.), ensuring compliance with federal, state, and local regulations and Company policies
  • Assist payroll function with preparing reports for project teams and compliance.
  • Maintain payroll records, respond to audit requests, and assist with workers' compensation, unemployment, and payroll tax audits.
  • Address payroll-related inquiries, resolve discrepancies, and provide employees with payroll-related documentation.

ACCOUNTS PAYABLES - COMPLIANCE

  • Track and manage lien waivers from subcontractors and suppliers to ensure compliance with payment terms
  • Monitor deadlines for notices, lien filings, and releases to avoid legal disputes and payment delays
  • Maintain accurate records of lien releases, waivers, and NTO submissions
  • Communicate with subcontractors, suppliers, and vendors to ensure timely submission of lien waivers and compliance documents
  • Update subcontractors and vendors insurances in the ERP (accounts payable system)
  • Work closely with project managers and accounting teams to confirm payments align with lien releases
  • Address and resolve lien disputes, working with legal counsel when necessary
  • Generate reports for management regarding outstanding lien waivers, notice deadlines, and compliance status
  • Assist in audits and legal inquiries related to liens and compliance documentation
  • Assist accounts payable function by analyzing validity of outstanding checks, confirming bank information with new vendors and ensuring releases are sent and received prior to payment issuance
  • Ensure payment to subcontractors are issued within allotted time frame

OTHER FUNCTIONS

  • Maintain mobile phone and gas card assignments and ensure information is received by users
  • Assist treasury function by ensuring timely collection of AR balances, processing wire transfers/ACH, addressing positive pay exceptions, prepare and make bank deposits of AR checks received.
  • Assist with preparing, reviewing, and submitting month-end/quarter/year-end work papers and packages
  • Help implement new software/systems
  • Assist PM's with questions related to operational information
  • Assist supervisors with preparation of reports, business correspondence and procedure manuals
  • Assist the accounting department in technology integration projects.
  • Various other duties as assigned


Qualifications

EDUCATION AND WORK EXPERIENCE REQUIREMENTS

  • Associates degree (A. A.) from college or university preferred or equivalent experience
  • Construction related industry experience is a plus

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

  • Ability to handle sensitive information with confidentiality.
  • Strong computer skills, including high proficiency in Microsoft Excel
  • Knowledge of ViewPoint Vista or Oracle preferred
  • Proficient communication, interpersonal and organization skills along with an attention to detail and a high level of accuracy and professionalism
  • Ability to handle multiple tasks with simultaneous deadlines and prioritize workload in a fast-paced dynamic environment
  • Strong analytical and problem-solving skills
  • Ability to interact with multiple personalities at all levels within the organization
  • Effectively present information and respond to questions from groups of managers, clients, customers and the general public
