DESCRIPTION


The City of Corona is a vibrant and welcoming community, and we're looking for a passionate Real Estate/Business Retention Administrator to join our team and help us build an even stronger future.


This position will work a 4 x 10 work schedule Monday through Thursday with every Friday off!

This position will manage the City's real estate portfolio while also fostering business retention and growth within the community. This dual-role position while in the real estate administrator role manages tenant relationships; lease administration; property & facility management; data & records management and tenant compliance. In the business retention administrator role, develops and implements strategies to retain and support existing businesses in the City; establishes and maintain relationships with local businesses; coordinates retention and incentive programs; collects and analyzes economic data analyze reporting; and represents the City at events, meetings.

What we're looking for:

Education:
  • Equivalent to a bachelor's degree from an accredited college or university in real estate, business, administration, economic development, public administration, or a related field.
Experience:
  • Three (3) years of experience in real estate management, commercial leasing, or business retention and development. Experience working in municipal government or public sector economic development is highly desired.
Licenses and Certifications:
  • Possession of a valid California Driver's License, to be maintained throughout employment.

Application Process

Applications will be accepted until 5:00pm on Thursday, February 27, 2025. Candidates that successfully pass the screening process and are deemed to possess the most desirable qualifications will be invited to a virtual HireVue interview. Candidates who pass the virtual HireVue interview will be invited to the in-person oral interviews. The top scoring candidates from the oral interview will be placed on an eligibility list from which the department may hire. The successful candidate will be required to undergo a reference / background check including livescan and pass a pre-employment medical examination (which will include a drug/alcohol screening).

The Organization
The City of Corona is a General Law city operating under a Council-Manager form of government. Policymaking and legislative authority are vested in the City Council, consisting of a Mayor and four Council Members. Members of the City Council are elected by District to a four-year term. The Mayor is selected by the Council and serves as the presiding officer for one year. The City is organized into the following departments/organizational units: City Manager's Office, Community Services, Economic Development, Finance, Fire, Human Resources, Information Technology, Legal and Risk Management, Planning & Development, Police, Public Works, and Utilities. Oversight of these departments is divided between the City Manager and two Assistant City Managers. The City's total operating budget for Fiscal Year 2024 is $ 399.1 million with a General Fund operating budget of $ 209.6 million. Corona enjoys a workforce of 922 dedicated employees who provide high quality services to its residents and visitors each day.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Real Estate Administrator (50%):

  • Serve as the primary point of contact for all tenants in city-owned facilities, including the Corona Airport and commercial properties.
  • Foster and maintain positive relationships with tenants, addressing concerns and resolving issues promptly.
  • Conduct periodic site visits to monitor tenant compliance with lease agreements and property conditions.
  • Provide exceptional customer service to both current and prospective tenants.
  • Negotiate, prepare, and review lease agreements for city-owned properties in accordance with legal and city policies.
  • Monitor lease renewals, terminations, rent escalations, and other key lease provisions to ensure compliance and timely renewals.
  • Ensure the accurate collection of rent, security deposits, and related fees, and address any payment discrepancies.
  • Manage lease documentation including amendments, assignments, and subleases.
  • Coordinate maintenance, repairs, and improvements for city-owned properties, collaborating with internal teams and external contractors.
  • Monitor property conditions, conduct inspections, and address repairs or upgrades as needed.
  • Manage tenant move-in and move-out processes to ensure smooth transitions and compliance with lease terms.
  • Maintain accurate and up-to-date records of leases, tenant correspondence, payment histories, and property-related documents.
  • Generate and review reports related to real estate activities, including lease agreements and occupancy rates.
  • Track key performance indicators (KPIs) related to real estate operations and financial performance.
  • Ensure tenants comply with lease terms, zoning laws, city ordinances, and business licensing regulations.
  • Monitor property and tenant compliance with safety codes and environmental regulations.
Business Retention Administrator (50%):
  • Develop and implement strategies to retain and support existing businesses in the City of Corona.
  • Work closely with business owners to understand their challenges, opportunities, and needs, and provide guidance and resources to help businesses thrive.
  • Monitor business performance and develop retention plans tailored to the unique needs of each business sector within the city.
  • Establish and maintain ongoing relationships with local businesses, providing them with the necessary support and fostering a sense of partnership.
  • Conduct regular outreach to business owners to identify areas for improvement or potential barriers to growth.
  • Address business concerns and resolve issues in collaboration with city departments and external stakeholders.
  • Coordinate programs, initiatives, and incentives designed to encourage business retention, expansion, and investment in the city.
  • Collaborate with local and regional organizations to provide businesses with access to funding opportunities, grants, tax incentives, and workforce development programs.
  • Track the success of business retention programs and adjust strategies to align with changing business needs and economic conditions.
  • Collect and analyze economic data to identify trends affecting local businesses and the regional economy.
  • Prepare and present reports on business retention activities, success metrics, and opportunities for improvement to city leadership and stakeholders.
  • Represent the City of Corona at regional business events, networking meetings, and industry conferences to foster relationships with business leaders and stakeholders.
  • Work collaboratively with the Economic Development team and other city departments to ensure a comprehensive and cohesive approach to business retention.
  • Perform related duties as required.

PHYSICAL DEMANDS

This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
