How you make a difference in this role:

The Procurement Systems Manager (PSM) is responsible for providing systems management support for the State's highly complex ERP system and procurement projects within the Department of General Services, Central Procurement Office (CPO) Systems Team. This team provides functional support for the State's ERP and procurement solutions to both State procurement professionals and the supplier community. They are also responsible for managing the State's item catalog and maintaining the CPO's internet and intranet websites. The PSM will be involved in a variety of process improvement projects, moving the State from manual to automated processes and seeking to broaden the CPO's use of AI. The PSM will work with PeopleSoft Query Manager to develop queries and reports to support mission of the CPO.

Job Overview:

This position reports to the Procurement Program Manager. The position has a hybrid work schedule working one day a week in the office and offers a monthly starting salary of $4,517 - $5,638 (determined by experience). Key Responsibilities:

  • Create and execute comprehensive project plans, including scope, resources, risks, change control, and communications, to onboard supplier punch-out and hosted catalog solutions
  • Verify and maintain procurement system and provide support to the CPO via reporting process
  • Communicate with agency personnel and procurement directors to ensure the accuracy of system data
  • Provide Edison ERP procurement business process assistance, support, and education
  • Act as TN SmartShop first line of support; resolving user issues collaboratively with Edison and SmartShop suppliers' technical support teams
  • Maintain the Item Master strategy and the integrity of the State of Tennessee's Edison System and the TN SmartShop system
  • Support the CPO in gathering and organizing procurement and supply chain data, analyzing data, and creating reports
  • Participate in multiple cross-functional resource teams and projects simultaneously
  • Work with systems team lead to create and monitor KPIs for systems team members
  • Research, demo, and advise on new AI and automation solutions to assist in the CPO's procurement process
  • Maintain and manage new editions and revisions to CPO's internal and external websites
  • Build and maintain professional relationships with internal stakeholders and external departments
  • Provide leadership and mentoring within the Procurement Systems Team

Minimum Qualifications:

  • Completion of a bachelor's degree from an accredited college or university and two years of related experience in procurement, customer support, functional or technical support.* * Additional procurement/sourcing/contract management experience may substitute for the Bachelor's degree requirement.
  • Purchasing, inventory control, and supply management
  • Oracle Peoplesoft or other similar ERP systems
  • Microsoft Office, including proficiency in Excel, subject to skill assessment
  • Motivated self-starter, able to work with limited supervision
  • Experience in a customer service role
  • Strong communication skills, both written and verbal, applicable to all levels of the organization
  • Ability to manage diverse team dynamics and foster team building
  • Experience with time management and balancing multiple priorities
