Job Description

The Project Manager II (PM-2) is responsible for managing and administering projects related to improvements to the Hetchy Capital Improvement Program (HCIP) which include the following projects:

  • Moccasin Powerhouse and Generator Step-Up Transformer Rehabilitation
  • Moccasin Switchyard Rehabilitation
  • Moccasin Powerhouse Bypass Upgrade
  • Warnerville Substation Rehabilitation
  • Cherry-Eleanor Pump Station Rehabilitation

Under general administrative direction of the Regional Project Manager for the HCIP, the PM-2 will be the lead in implementing the above highly technical and complex power projects. The combined budget for planning, design, and construction of these projects is approximately $237.6M. Some of these projects have started and the remaining work value to be handled by this PM-2 position is approximately $151.5M.

This is a full-time position either based in Moccasin, CA, or San Francisco Public Utilities Commission headquarters building, at 525 Golden Gate Avenue, but all project assignments are in the Hetch Hetchy region. If candidate selects his/her primary office to be the SFPUC headquarters, the candidate is required to commute, at least 1 day per week, to the HCIP site office located in Moccasin, California, and/or periodically visit, as needed, to remote project jobsites for the purposes of:

  • Managing projects assigned
  • Getting familiar with project locations
  • Escorting other City staff, consultants, or stakeholders to visit project sites
  • Attending important meetings with Hetch Hetchy Water and Power (HHWP) staff
  • Attending workshops with HHWP and other design team members
  • Attending progress, change order, schedule/cost meetings with City construction management staff and contractors
  • Conducting coordination with other projects and their team staff

If the candidate selects his/her primary office in Moccasin, then the position requires periodic commutes during the week or month to the San Francisco Public Utilities Commission headquarters building, at 525 Golden Gate Avenue, for important meetings, as needed, with senior City staff or other consultant or stakeholder staff.

Limited living accommodations may be available in the Moccasin cottages or the bunkhouses at Moccasin or Early Intake for overnight reservation for multi-day project commitments in the Moccasin or Hetch Hetchy region, on a first come, first served basis.

Essential Functions:

The tasks involved in the various projects are as follows:

* Project Management: Manage project scope, schedule, and budget.

* Needs Definition, Condition Assessment. Alternatives Identification: Define the project needs, assess the conditions of all existing pertinent facilities, and identify feasible alternatives to address project needs.

* Prepare Conceptual Engineering Report: Prepare a report that specifies the 10% design level for the recommended alternative.

* Environmental Review: Determine the level of environmental review necessary for the project and assist the Environmental Staff in preparation of required approvals and permits. Work may include conducting required environmental studies, and analyze and evaluate project alternatives.

* Right-Of-Way: Determine if project construction falls within SFPUC's right-of-way (ROW) or property. If not, pursue land or easement acquisition as necessary to construction facilities.

* Engineering Design: Develop 100% construction documents (plans and specifications) for the project.

* Bid and Contracting Support: Provide support to PUC Contracts for bidding, the PUC award process, and contracting.

* Construction Management Support: Provide construction management support to facilitate project construction.

* Operational Start-Up and Close-Out: Provide as-needed support to facilitate the operational start-up of any newly constructed facilities and assist in all aspects of project close-out (financial, contractual, turn-over of assets to O&M, etc.).

Class 5504 performs other related duties as required.

Qualifications

Minimum Qualifications:

Bachelor's Degree in architecture, engineering or planning plus six (6) years of responsible architectural, engineering or construction management experience, OR

A Bachelor's Degree in another field plus eight (8) years of responsible experience in a field directly related to the project, OR

Ten (10) years of architectural, engineering, or construction management experience in a field directly related to the project, OR

California registration as professional engineer or architect and two (2) additional years of project coordination experience.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
