Credence has an upcoming need for a Foreign Military Sales (FMS) Specialist to support the Army Positioning, Navigation and Timing (PM PNT) System Engineering and Technical Assistance (SETA) Program. This opening is slated to kick off in the Spring or Summer 2025.

The PM PNT system engineering and technical assistant (SETA) requirement in the areas of administrative, business management, programmatic contracting, information technology (IT), program management, engineering, logistics, test and evaluation (T&E), training, operations, security, technology protection, foreign military sales, and acquisition and strategic planning services.

The SETA services provided to PM PNT shall support the planning, development, management, sustainment, and execution of the U.S. Army's PNT portfolio. PM PNT provides coordinated PNT system of systems architecture and associated PNT products for the Army's mounted and dismounted platforms. PM PNT is the Army's lifecycle manager for the Mounted Assured PNT System (MAPS), Dismounted Assured PNT System (DAPS), Assured Protection and Alt Nav Technology Development; and the Resiliency and Software Assurance Measures (RSAM)., as well as any future PNT efforts in both the Contiguous United States (CONUS) and Outside the Contiguous United States (OCONUS). Historically this effort has been performed by 70 full time equivalents (FTE).



Responsibilities include, but are not limited to the duties listed below

    Shall develop plans, briefings, information papers, reports, and correspondence,
  • including schedules and monitors essential FMS case milestones and tasks to meet contractual/project requirements for assigned program(s).
  • Will conduct research and perform program evaluations affecting the development of long-range program plans and evaluate the suitability of readiness of FMS Cases for offer and/or implementation.
  • Serves as the FMS focal point to address all FMS inquiries; coordinates with the product managers and supports staff to meet the specific information requests from the foreign customers.
  • Work PM PNT FMS process from case development, implementation, execution, to closure.
  • Works across the program to posture the PM to support future FMS requests.
  • Coordinates and collaborates with the Foreign Disclosure Officer and Security Assistance in preparation of programmatic and/or technical information for disclosure to foreign customers.
  • Updates and maintains the Delegation of Disclosure Authority Letter (DDL) and coordinates with technical staff.


Education, Requirements and Qualifications

  • Active DoD Secret level security clearance is required
  • Bachelor's and 7 years' of related experience.
  • Must have extensive knowledge and technical expertise in the DoD FMS Acquisition Policy and Process.
  • Experience developing, analyzing and managing all aspects of Army Foreign Military Sales cases.
  • Knowledge of FMS sales process from case development, implementation, execution, to closure in accordance with the Security Assistance.
  • Knowledge of the Arms Export Control Act, the Security Assistance Management Manual (SAMM), and the International Traffic in Arms Regulation (ITAR).
  • Requires excellent attention to detail. Ability to successfully work independently and in a team environment.
