SUMMARY OF DUTIES:

Under the direction and mentorship of the Senior Principal Project Manager, the Principal Project Manager is responsible for managing large capital projects or supporting mid complex capital projects, related to railyard and facility upgrades and modifications. The Principal Project Manager will need to be a self-starter, own project performance (cost, schedule, quality, & HSE), coordinate with internal user groups, manage 3rd party consultants and construction contractors, lead day-day activities associated with design-build and design-bid-build projects, and regularly report KPIs to senior internal and external parties.

ESSENTIAL FUNCTIONS:

*Direct, manage, and coordinate construction projects and programs to ensure that critical issues are addressed and properly resolved.

* Review and provide constructability review on design documents during development.

* Work with the CM to ensure that the 3rd party contractors executes the project in accordance with the agreed upon scope, costs, and schedule.

* Oversee the work of CM consultant team which includes monitoring work for compliance with their schedule, budget, technical, safety, and legal requirements. * Resolve and document design and field construction problems.

* Attend progress meetings and report on contract status.

* Review contractors' requests for change and, if appropriate, prepares contract change notices with appropriate justification.

* Assess, estimate, and negotiate change orders

* Provide weekly and monthly project status reports addressing actual and forecast costs and schedules, change of status, etc.

* Ability to identify and provide mitigation resolutions to critical issue and conflict.

* Development of manpower requirements and schedule breakdown of identified work orders.

* Review contract design documents and assists with bid forms, pre-bid conferences, and proposal evaluations and recommendations, and negotiations with consultants and contractors.

* Coordinate capital, reimbursable, and agency projects and programs with other departments to ensure adequate resources are available, as well as obtaining track outages, labor clearances, and ensuring the labor forces are available as planned and scheduled.

* Assist design projects with site walk-downs and track outages planning and guidance. Prepares and reviews construction estimates and schedules.

* Prepare, develop, and implement the construction and maintenance, testing, startup, and operation procedures for projects and programs.

* Recommend policy/procedure improvements.

* Monitor claims and suggest ways to minimize.

* Coordinate project work schedules around special events.

* Communicate and implement safety rules, policies, and procedures in support of the corporation's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees.

* Maintains, supports, and promotes a safe work environment while complying with all of Amtrak's safety rules, policies, and procedures.

* Ensure force account labor and related charges and properly documented and provides to the Finance department for billing and project cost purposes.

MINIMUM QUALIFICATIONS:

* Bachelor's degree in engineering, construction management, or a closely related field

* 7+ years of experience in project management with emphasis on medium to large scale project implementation in the passenger railroad field

* In lieu of education a minimum of 9 years of relevant work experience, or equivalent combination of education, training, and work experience is needed

* Demonstrated construction experience in a railroad environment.

* Demonstrated ability to manage multiple priorities under tight constraints.

* Must have the ability to coordinate efforts with other technical disciplines and have knowledge of scheduling, budgeting, and estimating.

MIMINUM KSA (Knowledge, Skills, and Abilities):

* Excellent communication and interpersonal skills proven to engage and retain positive working relationships within project and build a strong relationship with project partners.

* Strong proven skill to identify, track and manage project risk, own project budget and monitor project financial performance.

* Aptitude for having difficult and challenging discussions in a passionate environment where opinions on commercial matters between parties do not align.

PREFERRED QUALIFICATIONS:

* Licensed Design Professional (PE)

* Understanding of railroad business functions, operations, and design and construction processes.

* Experience developing negotiating contract terms and conditions specifically for contracts related to services, construction, engineering, materials, equipment, and rail industry.

* Certified Construction Manager (CCM)

* Program Management Professional (PMP)

WORK ENVIRONMENT:

* Combination of office building and jobsite environment.

* Work in cubicle setting; stand, sit, bend, twist, use file drawers.

* Sit at computer to complete assignments, projects, and majority of tasks.

* Ability to work under pressure.

* Minimum of 4 days/week at an Amtrak location (an office, a station, a train, a project location)

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
