Purpose of Position

This Program Cost and Schedule Control Analyst position will interface with the program managers, functional management, and cost account managers (CAMs) to provide financial, schedule and administrative support and analysis to meet program requirements. The Program Cost and Schedule Control Analyst will be responsible for the preparation of budgets and schedules for contract work and financial analyses. They will aid in incorporating contractual changes into control systems to maintain realistic contract cost and schedule baselines.

Tasks and Responsibilities

  • Maintain Earned Value Management System (EVMS) compliance including cost/schedule integration

  • Participates in the preparation of budgets and schedules for contractual work

  • Participates in the control of costs and schedules through cost schedule control systems

  • Manage and control the Integrated Master Schedule Performance Measurement Baseline and track all variances to the approved baseline

  • Conducts Microsoft Project and Cobra Integration

  • Solicit inputs for Program Management and leads to ensure all project interdependencies, relationships, scope of work, risks, constraints and milestones are captured

  • Preparing budgets and schedules for contract work and performs and/or assisting in financial analyses such as funding profiles and variance analysis

  • Incorporate contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines

  • Performing miscellaneous financial analysis including monthly financial reporting/forecasting and monthly EACs

  • Maintaining a solid and accurate cost and schedule integration with business partners and program teams

  • Prepares in-depth budgets and schedules for programs and performs analyses to ensure that contracts are within negotiated parameters and government cost control guidelines

  • Performs financial analyses and prepares variance explanations, estimates to complete (EACs), and monthly corporate and customer reports related to cost/schedule performance, staffing, and sales outlook

  • Prepares program baselines, maintains artifacts, analyzes monthly performance, and prepares monthly financial reports and customer deliverables

  • Performs schedule risk assessments to identify and mitigate program cost and scheduling risks

  • Support internal and external customer audits

Minimum Education

  • Bachelor's degree in Business, Finance, Accounting, or related discipline with a minimum of 2 years of business, finance, and/or program control experience

  • OR Master's degree in Business, Finance, Accounting, or related discipline

  • OR High school diploma or GED with a minimum of 6 years of business, finance, and/or program control experience

Minimum Experience

  • Experience with MS Project and/or Scheduling

  • Experience with Cost Control Systems such as MPM, Cobra, forProject

  • Strong computer skills (MS Excel, MS Project, MS Powerpoint)

  • Experience with EVMS reporting, preferred

Knowledge, Skills, Abilities

  • Demonstrate ability to work collaboratively with customer.

  • Excellent communicator both written and orally.

  • Demonstrated business acumen.

  • Strong communication and organization skills
