Mott MacDonald is looking for professionals to join our ever-expanding Transportation team in the Washington metropolitan area. We are currently looking for a full-time site Construction Engineer with experience in the Washington metropolitan area for the rail/bus transportation and infrastructure industry. The successful candidate is required to have a strong understanding of the construction industry and experience working on public agency projects.

A Construction Engineer (CE) position is a highly responsible, managerial, and supervisory position. This position requires an effective team leader who can mentor project team members and foster a working environment where project staff who are culturally diverse and can work together cooperatively to deliver the project on-time and on-budget. A dedicated CE would be the primary point of contact to the contractors ensuring quality standards are met and the program is implemented in conformance with the technical specifications and in accordance with Quality Safety and Security Plans and Procedures. The CE is usually responsible to manage all aspects of the contractors performing the work.

Typical Duties and Responsibilities:



  • Coordinate between client departments, as well as coordination between other stakeholders
  • Oversee development of construction contract packages, packages for bidding, proposal evaluation and award recommendations
  • Review contract solicitation packages and recommend, for client consideration, construction techniques to be considered for award
  • Coordinate the work with all contractors and shall be responsible for ensuring all project deliverables conform with the technical specifications and respective contract guidelines
  • Communicate construction techniques to the contractor and implement changes where necessary to enhance job safety as directed by client Safety Department
  • Lead weekly construction progress meetings, readiness review meetings, third-party coordination meetings, design coordination meetings, and other construction meetings. Publish meeting minutes.
  • Recommend, if appropriate, construction techniques to expedite the program
  • Review contractual documents and contract modifications to determine scope of work and scope changes and escalate any concerns to the PM
  • Provide technical analysis, cost analysis support, and review of all requests for changes submitted by the construction contractor
  • Manage the activities associated with the changes to the construction contractor's work (Request for change, change notices, change orders, contract modifications, etc.)
  • Prepare and distribute correspondence, memoranda, action lists and related material for the construction work
  • Ensure the project schedule submitted to the PM meets all due dates cited as required, including all contractor schedules and integrated program schedules
  • Ensure compliance with the contractors' and the clients quality programs, as well as being responsible for all project deliverables and coordination of quality reviews of materials prior to delivery to the client.
  • Coordinate, manage and report on the overall program budget, schedule, risks, risk mitigation strategies to the PM
  • Coordinate with the client to develop a Lessons Learned Report
  • Conduct all project meetings (weekly meetings anticipated) with contractors, and to manage the program; and assist the PM with closeout of the construction contracts



Candidate Specifications:



  • A bachelor's degree in engineering, project management, construction management, business, or related field
  • A minimum of 10 years demonstrable experience supporting large transportation projects and a background with Transit is preferred
  • PE license is preferred within the Washington/Virginia/Maryland area, will consider experience or certification
  • Ability to obtain OSHA-10 Construction certification
  • Preferred PMP, CAPM, or CSCM and/or Certified Construction Manager (CCM) certification; and must have proven ability to manage complex budgets and schedules
  • Excellent writen and verbal communication skills
