Job Summary

The Research Data Security Manager (RDSM) reports to the Executive Associate Vice Chancellor of Research in the Office of Research (EAVC of OR). The RDSM will provide subject matter expertise in sensitive and restricted research data sets, including related federal/government regulations, institutional policy and procedures, and best practices nationally among major research universities to OR and other offices in the EAVC of OR organization as well as across the University. The position will have overall responsibility for coordinating with university personnel to develop and maintain UC Davis's Research Data Security program, including the Offices of Information Security, Information Technology, Unit Information Security Lead (UISL), Research Computing, Research Integrity, the Library, Audit and Compliance and academic departments.

The position will be responsible for maintaining, communicating, and ensuring a coordinated approach to University of California and UC Davis policies and standard operating procedures (SOPs) regarding sensitive and restricted research data sets, including requirements stemming from private sector funding/agreements, and including requirements associated with Federal Contract Information (FCI), Controlled Unclassified Information (CUI), Protected Health Information (PHI), Health Insurance Portability and Accountability Act of 1996 (HIPAA), Family Educational Rights and Privacy Act (FERPA), Personally Identifiable Information (PII), General Data Protection Regulation (GDPR), Cybersecurity Maturity Model Certification (CMMC) and NSPM-33, among others. The position will assist senior administrators, faculty, staff, and students with interpretation of regulations and policies related to research data security and will develop and manage a program to ensure compliance. The position will also partner with sponsors and collaborators, including government agencies, to advocate for the interests of UC Davis where appropriate, clarify requirements, make interpretations, document decisions, and ensure compliance. The RDSM role will have significant impact and influence on organizational policy and program development. Leads projects of critical importance to the organization; these projects carry substantial consequences of success or failure. Directs programs with organization-wide impact (or may have impact beyond the University) that include formulating strategies and administering policies, processes, and resources.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's degree in related areas (IT Compliance/Security or business) and or a combination of relevant experience in an academic research environment.
  • Minimum of three years of experience working in an institution of higher education Office of Research, or in a Technology Transfer Office where policies, procedures, and practices for data security and risk assessment were part of assigned duties. Experience developing and leading research security or related training for relevant stakeholders.
  • Experience presenting complex technical and legal material across diverse organizational levels.
  • Experience in the development, implementation, maintenance, and communication of SOP's, and/or other accountability metrics and strategies.
  • Demonstrated skills to analyze and evaluate data, provide sound recommendations, and create reports for executive-level review.
  • Highly skilled communication and interpersonal skills to communicate with and influence others, both verbally and in writing.
  • Ability to anticipate issues or needs of diverse constituents, including but not limited to, internal staff, faculty, and departmental administrators who may lack sufficient information to ask appropriate questions

Preferred Qualifications

  • Certification in Research Data Security, Information Systems Security or Cybersecurity.
  • Three years of research data security management experience in higher education.
