Assists the Chief Building Official with various administrative tasks and programs. Directly supervises staff and performs plan reviews of complex commercial residential projects.

ESSENTIAL JOB FUNCTIONS
Assists Chief Building Official with surveys, studies, budget management, and code adoption; prepares reports, memos, and letters to communicate information to internal and external customers. Establishes professional working relationships with contractors, engineers, architects, property owners, and other city employees. Acts as a liaison between fire districts, health departments, Department of Justice, police department, and other special districts and governmental agencies. Provides timely information and resolves conflict for a variety of people concerning city building, fire, and other city codes. Upon completion of a building, certificates of occupancy after verifying that all fees have been paid and the requirements of all city departments, special districts and other governmental agencies have been satisfied. Researches and reviews current construction practices, interprets codes and standards. Testifies as an expert witness in court cases as needed. Assists Chief Building Official with Focus reporting. Travels to and attends team and organizational meetings, training, events and activities and appropriately and professionally represents the department. Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service. Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers. Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of all aspects of building code administration. Knowledge of a variety of building disciplines, codes, and standards. Proficient in exercising initiative and judgment as well as making decisions within the scope of assigned authority. Knowledge and ability to review a variety of residential and commercial applications and plans for compliance to adopted building codes and standards. Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.icate and interact with all levels of personnel within the city and the general public in a positive and cooperative manner. Strong customer service skills with an emphasis on mediation and conflict resolution. Proficient in inspecting structures for compliance with adopted building codes and standards. Performs inspections/site visits on complex projects to monitor status or resolve complex code issues. Ability to operate a motor-vehicle to travel to and from off-site locations to support/attend business meetings, training and related events.
ESSENTIAL SUPERVISOR DUTIES
Develops and/or participates in the development of staff work plans, measures and tracks progress towards goals, prepares and conducts timely and constructive performance appraisals. Schedules staff, assigns and supervises work, prioritizes programs and projects and effectively uses available resources to accomplish objectives. Makes decisions or recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions as necessary. Coaches, counsels and supports staff to maximize efficiency and effectiveness. Consistently educates and advises staff on organizational rules, regulations, policies and procedures. Supports creative thinking and problem solving and encourages participatory decision making when appropriate. Provides training and job enrichment opportunities and encourages professional growth and development.
OTHER FUNCTIONS:
-Employees are held accountable for all duties of this job- SCOPE OF AUTHORITY: Financial Accountability: Makes recommendations to the Chief Building Official concerning budget allocations for the Building Inspection Division. Approves expenditures for office supplies and inspection tools up to $5,000. Receives and processes payments and miscellaneous fees when issuing building permits and temporary certificates of occupancy. SUPERVISION EXERCISED: Receives general supervision under the direction of the Chief Building Official. Directly supervises assigned staff. Participates in the hiring process and is responsible for training, planning, assigning, and directing work of assigned staff.

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES: The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job. Work is primarily performed in an office environment with low to high noise levels. Physical effort and activities include: Moderate physical effort is required by handling objects up to 50 pounds occasionally and/or up to 20 pounds frequently. Occasionally, when doing inspections or investigations, there will be exposure to a variety of weather conditions, confined spaces, building heights, and noise levels. MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE): Bachelor's Degree in Engineering or a related degree in Building Design and Construction, and five (5) years of plans examination experience, two of which are as a Plans Examiner II or equivalent in a municipal/governmental setting. An equivalent combination of education and experience will be considered. International Code Council certifications as a Residential Plans Examiner, Building Plans Examiner and two additional Commercial Plans Examiner Certifications (Mechanical, Plumbing, Electrical, Energy, Accessibility) or equivalent legacy certifications are required. ICC Certification as a Building Official highly desirable. A valid Colorado driver's license and acceptable driving record is required.
