POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

The Contract Closeout Manager position is responsible for assuring that all prime contracts, task orders and subcontracts issued to the Company are closed in accordance with the ANC Contract Administration and Management Policy.

The Contract Closeout Manager has the responsibility to know the accepted business practices for federal prime contract closeouts, and to adhere to all relevant procedures of the organization. It is the responsibility of the Contract Closeout Manager to conduct all business in accordance first with company policies and procedures and other documented government compliance regulations (i.e., FAR/DFARS).

Primary/Major Duties and Responsibilities (Essential Functions):

Manages all activities for Contract Close-Out for organizations in line with government customer contracts by performing the following duties:



  • Review, analysis, processing and completion of all closeout actions for expired federal prime contracts and all lower tier agreements entered into by the company pursuant to the prime contract.
  • Assure proper documentation of all closeout activities for both prime contracts, task orders and all related subcontract and procurement records to include Release of Claims, Assignment of Rebates, disposition of property, documentation of final invoice submission and obtaining all necessary approvals to facilitate closure.
  • Annual review of policy and update as required to align with all federal laws and regulations, as well as industry wide best practices.
  • Maintain metrics on records to be closed for each subsidiary.
  • Participate as the lead in all meetings related to contract closeout.
  • Primary interface with Government customers and DCMA on all closeout related concerns.
  • Prepare budget estimates for inclusion into the Contracts budget.
  • Conduct annual training for closeout team and Operations on closeout procedures.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Required Qualifications:



  • Experience working in a Government environment and working knowledge of FAR and DFAR.
  • Strong knowledge of contract award types and how the award type impacts closeout activities.
  • Experience with DCMA audits and procedures.
  • Well organized, detail oriented, and able to work independently in a fast-paced environment.
  • Enthusiastic and confident with outstanding analytical and problem-solving skills.
  • Ability to work closely with Operations to achieve common goals.
  • Deltek/Costpoint experience
  • Advanced Skills with Microsoft Office


Required Experience



  • Bachelor's degree and 3-5 years of directly related experience. Additional years of experience may be accepted in lieu of degree.
