Community Supervision & Courts Supervisor
Children, Youth & Family Services

Salary Range: $69,846.40 - $104,769.60

The Milwaukee County DHHS Children, Youth, & Family Services (CYFS) helps youth involved in the justice system. They assist with community safety by providing a broad spectrum of programs and services for youth before, during, and after involvement in the justice system.

Job Summary: Under the direction of the Manager of Community Supervision & Courts, the primary function of the Community Supervision & Courts Supervisor is to supervise, oversee, and support a team of approximately ten (10) Human Service Workers (HSWs). This position provides individual case management audits, guidance, and coaching. Supervisors ensure staff are providing individualized services, supervision, and adhering to court orders for all cases. The position is also responsible for maintaining department policy and procedures as it relates to case management and the HSWs individual role. Must have knowledge and ensure adherence to relevant statutes. Represent the CYFS with stakeholder and DHHS.

Job Duties:



  • Direct and Coordinate Staff Workload. Responsible for all activities of their teams related to intake, youth assessment, and supervision of youth referred to the division, including equitable case assignment and ensuring case/court work is done appropriately, consistently, and timely. Ensure all staff are familiar and follow CYFS policies. Schedule 30-to-60-minute meeting, bi-weekly with each team member. Facilitate bi-weekly team meetings to share information regarding updates, areas of attention, and training boosters. Attend and participate in bi-weekly supervisor meetings, attend monthly management meetings, and address situations with staff as they arise.
  • Train Staff. Provide orientation, onboarding, and training for HSWs in their roles and responsibilities. This may be in collaboration with the CYFS Administrative Coordinator.
  • Monitor Staff Performance. Assess staff performance (i.e., review court and case documents, review Synthesis notes and YASI assessments, case plans, and perform behavior analysis). Complete formal staff probationary and annual performance evaluations as well as performance improvement/corrective action and regular action plans. Investigate complaints related to personnel issues and collaborate with Section Manager or Deputy Administer to determine course of action.
  • Public and Court Work. Promote a welcoming culture to clients and their families. Attend court hearings with all new HSW's for the first six months of their employment. Provide conflict resolution with families if needed. Respond to case or staff issues raised by the Judiciary. Collaborate with Wraparound Milwaukee, contracted providers, DMCPS (Dept. of Milwaukee Child Protective Services), Public Defender office, District Attorney Office, Milwaukee Public Schools, law enforcement, and community agencies.
  • Perform Administrative Activities. Participate in division meetings and activities. Provide coverage as needed and review/approve time and attendance, staff mileage, and service authorizations. Interview new staff and assist with reviewing and development of department policy.
  • Perform Other Duties as Assigned. Participate and implement activities to accomplish any special assignments or projects as assigned by Section Manager, Deputy Administrator and/or department Administrator.



Minimum Qualifications:



  • Must be a resident of Wisconsin
  • Valid Wisconsin Driver's License and access to a reliable insured vehicle; both maintained throughout employment
  • Bachelor's degree in Social Work, Human Services, Human Services, Criminal Justice, or a closely related field from an accredited college or university.
  • At least three (3) years of experience working in a Social Work, Human Services, and/or Criminal Justice field is required.
  • At least one (1) year of supervisory experience in a Social Work, Human Services, and/or Criminal Justice field is required.
  • At least intermediate level of experience with all related computer and Microsoft Office software applications
  • Intermediate level of experience with Synthesis, and/or JPM



Preferred Qualifications:



  • State of Wisconsin Intake Training/Certification is highly desirable; must complete within six (6) months from start date


Knowledge, Skills and Abilities: Knowledge of social work principles and practices; knowledge of youth and family development and family system theory; knowledge of case management/assessment techniques, knowledge of mandatory reporter requirements; knowledge of community resources and services available; skilled in verbal and written communication; skill in interpersonal relationships; skill in organizing office work and cases; ability to communicate case needs to staff; ability to conduct performance evaluations; ability to direct the workflow of staff; ability to work in stressful situations; ability to collect and analyze data and summarize in a useful/appropriate format; ability to comfortably use an email system.
