Summary: The Manager, Corrosion Services reports to the Senior Manager, Corrosion Services and maintains close communication and support to the Directors/Managers Pipeline Integrity. The Manager, through direct action, subordinate positions, and assigned Field Divisions Operations, implements the Business Units technical direction and philosophy concerning corrosion control, including compliance with regulations and company Standard Operating Procedures. The Manager has direct responsibility for the management of goals, objectives and activities for assigned Corrosion Specialists to achieve company and group performance expectations. The Manager works directly with the Sr. Corrosion Manager, Corrosion Engineers, Pipeline Integrity Engineers, Project Managers, and Construction and Engineering to ensure that all work is completed in an efficient manner and all technical issues are resolved. The Manager ensures that the day-to-day activities within assigned assets are compliant with all Engineering Standards, Standard Operating Procedures and Code requirements. Dimensions: Reporting Employees: 6-10 exempt, encompassing assigned miles of regulated interstate pipeline, regulated intrastate pipeline, and gathering/midstream pipe. Essential Duties and Responsibilities: 1. Manages the Corrosion Services functions for all assigned company pipeline and facility (compressor stations, processing plants, etc.) assets. 2. Manages the daily activities of designated Corrosion Specialists in support of company goals and objectives. 3. Through direct and indirect action, manages the employees responsible for implementation of Company corrosion control program necessary for efficient operations, code compliance and to promote integrity of the pipelines. 4. In conjunction with support from the Sr. Manager Corrosion Services, and Corrosion Engineer, provides technical support, oversite, and guidance to the employees responsible for trouble shooting and operations and maintenance of the corrosion control systems necessary for code compliance. 5. Involvement in corrosion control data loading and integration processes with the assistance of Corrosion Data Specialist, the GIS group, and Pipeline Integrity Services for close interval survey (CIS) and direct current voltage gradient (DCVG) data pertaining to assigned Company Pipeline/Facility assets. 6. Selects and qualifies third party service providers in the areas of corrosion services including survey, cathodic protection systems, AC mitigation and chemical treatment. 7. Supports the integration of corrosion data with inline inspection data with the assistance of the corrosion and integrity engineers. 8. Approves subordinates' P-Card and expense reports. 9. Provides field technical assistance and direction in complex corrosion data analysis obtained through close interval surveys, direct current voltage gradient surveys, annual test point surveys or other corrosion related field activities throughout assigned area. Assist in management and dissemination of corrosion control data through the corrosion control software. 10. Provides support and technical direction for the interaction among the Pipeline Integrity Project Managers, Corrosion Specialists, Corrosion Engineers, and the Integrity Engineers. Works with all parties for efficient operations and effective results. 11. Works with the Director and Sr. Managers/Managers of Pipeline Integrity to manage the capital and O&M budgets. 12. Monitors and assesses proposed Department of Transportation (DOT) Code and other applicable regulatory changes. Works with Department personnel and industry affiliations to shape proposed regulations in the best interest of pipeline safety and company impact. 13. Through subordinates and other Department personnel, ensures that the company's Standard Operating Procedures and Engineering Standards meet all applicable code and regulatory requirements. 14. Ensures support via direct employees, for inspections and audits by outside regulatory agencies such as Pipeline and Hazardous Materials Safety Administration (PHMSA) in assigned area. Coordinates company personnel involved in inspections and conducts inter-company inspections on a routine basis to ensure compliance with company SOP's. 15. Supports failure analysis related to pipeline, compression, pump station, or other processing facilities. Establishes working relationships with outside consultants and laboratories to support the determination and resolution of failure root causes. 16. Participates as a key member of his assigned area Emergency Response team. Team will be activated for pipeline failures or other significant events as determined by the VP Asset Integrity. Manager will support the technical investigation of pipeline failures and recommend appropriate corrective measures. 17. Support development and maintenance of the company's pipeline Risk Management Tool for pipeline assets. Work with corrosion personnel to ensure the RMT data is updated and conduct training as needed. 18. Through industry affiliations and personal contact, encourage and sponsor research efforts, evaluate new products and technologies and promote the use of such technologies within the Business Unit. 19. Directs the evaluation and recommendation of new equipment that could potentially be incorporated in existing facilities. Keeps abreast of technical advances that may be valuable considering increased efficiencies, manpower needs and environmental regulations. 20. Manage the company's corrosion control program including development and maintenance of SOP's, Technician training, new technology development and implementation. 21. Maintains contact with Division and Area personnel and reviews/monitors activities and operations to ensure that all company and governmental code requirements have been met. This will include interpretation and clarification of the manuals when necessary. 22. Assist the Operations Services in the administration of the Company Employee Operator Qualification Program for evaluation of all Area and Division technicians. This includes performing evaluations of technicians and recommending program modifications or improvements. 23. Consult with sales and service personnel of manufacturers, fabricators, and suppliers to evaluate new products, product improvements and retrofits to improve performance, efficiency, durability, reliability, and to identify and resolve technical problems. 24. Develops specifications and scopes of work used to create contracts for performing operation and maintenance activities by contractors. Ensures that the specifications and scopes of work are consistent with company policies and guidelines, communicate the needs of the company and specifies how the task is to be performed. 25. Reviews proposed engineering capital projects in assigned geographic area. Reviews scope of work and preliminary drawings to ensure project plans and objectives are consistent with current facility designs, operating philosophy and provides feedback to Engineering Design regarding required or recommended changes. Identifies and implements changes needed for operation with feedback to Design and Division Operations. Provides training and assistance to the Divisions regarding the operation and maintenance of the new facility. 26. Provide field assistance in corrosion data analysis obtained through close interval surveys, annual test point surveys or other corrosion related field activities. Assist in management and dissemination of corrosion control data through the corrosion control software.
