We are seeking a Chief Engineer to provide cross-project technical leadership and direction to APL's Space Development Agency (SDA)Team! The SDA's objective is the rapid delivery of key military capabilities through its proliferated space warfighting architecture. These efforts focus on maintaining technical consistency between the 2-year Tranches, working to apply modern engineering practices to carry objectives, design thinking, interfaces, and operations between the SDA Tranche teams. APL's SDA work currently consists of multiple task orders, with varying modeling & analysis, requirements engineering, architecting, test and evaluation, CONOPS/CONEMP development, and V&V across and at different phases of the system engineering lifecycle.

As a Chief Engineer you will...
  • Support the technical vision of SDA and direction for the APL SDA teams as you oversee and facilitate the technical work across the individual tasks of the APL SDA effort
  • Work closely with the APL SDA teams to foster a collaborative engineering environment
  • Promote the usage of modern systems engineering practices to facilitate efficient fielding of future tranches and the enterprise
  • Lead technical briefings on current tasks and opportunities to and engage in design conversations with a dynamic, fast paced government sponsor
  • Work with the PM and Sponsor to develop and define new technical tasks and directions for APL's role with SDA
  • Work with program leadership to define engineering processes for consistency across the team products
  • Perform technical review and oversight of program work products for standardization and quality on behalf of PMs and PjMs prior to delivery to the Sponsor
  • Promote and collaborate on annual IRAD efforts that have equity pertaining to the SDA mission and PWSA
  • Advise and assist the SDA SBIR process POC with the execution and characterization of potential opportunities for SDA
  • Connect and participate with SDA mission partners (e.g., SWAC, SSC, MDA, NRO) meetings to maintain SA and collaborate within APL and amongst the organizations
  • Advise the PMs and PjMs on staff skill needs and staffing levels

Qualifications

You meet our minimum qualifications for the job if you...

  • Possess a MS in engineering with at least 10 years work experience in end-to-end systems engineering
  • Demonstrated success leading technical teams
  • Have a working knowledge of networked communications, operations and threats, preferably involving spacecraft
  • Experience or understanding of the hypersonic threat
  • Have a basic knowledge of distributed, end-to-end kill chains
  • Have previous experience with space systems development and operations
  • Familiarity or have experience with existing and emerging tactical data links
  • Demonstrated experience working in a fast-paced, agile engineering environment
  • Demonstrated success in working effectively with senior level program sponsors
  • Have working knowledge of system engineering and analysis tools, e.g., Cameo, SysML, AFSIM, STK and Matlab
  • Exhibit strong written and oral communication skills and are experienced at expressing your ideas/vision to a technical audience
  • Hold an active Secret security clearance and ability to obtain and maintain a Top Secret / SCI clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship
You'll go above and beyond our minimum requirements if you...
  • Have demonstrated success in leading complex technical programs and multi-program integration activities in a senior technical leadership role.
  • Possess a MS in engineering with at least 15 years of work experience in end-to-end systems engineering, space systems engineering, kill chain engineering, or related technical field.
  • Have working knowledge with DoD procurement and extensive domain knowledge of space systems development, test & evaluation, operations, and integration with users.
  • Have at least 5 years' experience working on spacecraft design, integration, and/or operations.
  • Hold an active Top Secret / SCI security clearance.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
